This CCTV truck will be used by their West Hawai`i staff for inspection of existing sewer systems to obtain vital data, which includes locating lateral locations, locating and determining the extent of existing defects in need of repair, evaluating the condition of repaired areas, and collecting video for their Asset Management data base. The cost for the equipment will be approximately $9,600 per month for 60 months. REQUEST: Resclution authorizing the Mayor to enter into a multi-year lease agreement for a Closed Circuit Television (CCTV) truck for a period of five (5) years for the Department of Environmental Management Wastewater Division. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Wastewater Division is requesting to lease finance a Closed Circuit TV(CCTV) truck for the west side operations. The Division has one CCTV truck for island wide operations which delays much needed maintenance, inspections, repairs, and emergency responses. The west side operations currently utilizes a van to transport portable CCTV equipment or utilizes the CCTV truck from the east side. Due to the age of the van being used, nearly 15 years old, and the condition of this vehicle, it is not practical nor feasible to permanently install any CCTV equipment on it. The CCTV truck is used for inspection of existing sewer systems for identifying defects such as locating infiltration (groundwater intrusion due to leaks at existing joints); determining whether trenchless structural spot repairs in order to allow repairs without excavation is possible; and is a integral component to the asset management program by collecting vital data. Vital data include locating lateral locations, locating and determining extent of existing defects which need repair, condition of repaired areas, and the collection of video for our Asset Management data base. The purchase price is estimated at $544,000.00. The estimated monthly lease payment is $9,600. This equipment will be lease financed such that the County will own the equipment at the end of the five year lease. Funding for this equipment was not included in the FY20-21 budget.
