However, the correct funding amount is $12,000. Enclosed is a resolution to amend resolution 735-20 to indicate that the funding amount be changed from the indicated $13,076 to $12,000. The Department of Research and Development would like to request that this resolution be waived from the Finance Committee in order to be placed on the March 3,2021 Council agenda and that the Council waive their five-day hold-for-reconsideration period in order to expedite this process. The new Resolution will amend the funding amount from $13,076.00 to $12,000.00 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreements with,"any public body" with the consent of Council. R & D is requesting that Council approve a resolution authorizing R& D to enter into an agreement with the University of Hawaii, a public body,for the purposes of funding its program, "Increasing Production of Novel Floriculture Products for Import Replacement", pursuant to HCC 2-139(3)(c). Hawaii Island floriculture producers have gin opportunity to fill gaps in the materials for the florist industry. An import ban for Myrtaceae due to myrtle rust has stopped the importation of eucalyptus cuttings, the devastation of the Kapoho orchid production areas by the volcanic eruption and biosecurity concerns for peony have created a void in the supply of these flora products. This proposal is for$12,000.00 and will allow for the University of Newell to purchase the plant and propagation materials, student help to cultivate plantings, collect data and for travel expenses.
