STATE OF HAWAII 58 21L A RESOLUTION URGING THE DESIGNATION OF MARCH AS YOUTH ART MONTH IN THE COUNTY OF HAWAII AND SUPPORTING ACTIVATION OF ART IN THE PARK ISLANDWIDE TO SHOWCASE YOUTH ARTWORK. WHEREAS, creative and visual arts lead to a fuller, more meaningful and expressive life; and WHEREAS, the arts enable development of critical thinking, problem -solving skills, imagination and creativity, and foster social cohesion and community -building through promotion of cultural dialogue, understanding, and collaboration; and WHEREAS, studies have shown that the arts are a vehicle for creative expression that is linked to healing and greater wellness, helping people with depression, anxiety, or other mental health issues, as well as reduces stress, promotes relaxation, encourages personal growth, and increases life satisfaction; and WHEREAS, the COVID-19 crisis has further reinforced the critical need for more creative avenues for youth and community to express themselves, process experiences, share gratitude, and amplify important voices and messages; and WHEREAS, the East Hawaii Cultural Center (EHCC) is an inclusive platform for the expression of rich and complex cultural diversity and serves as a gathering place for the ever - evolving creative inquiry and voices of community; and WHEREAS, EHCC coordinates a Youth Art Series, an arts immersion experience for Hawaii Island keiki, which empowers youth to submit artwork for the annual Young At Art (YAA) Exhibition, a juried showcase that recognizes and celebrates the excellence, creativity, and originality of youth throughout the island; and WHEREAS, EHCC's 2021 YAA Exhibit theme is Comm Unity: Finding Togetherness in Distance and offers youth an opportunity to create artwork inspired by the challenges and experiences felt during COVID-19 and emphasizes collective connection through shared love of art; and WHEREAS, EHCC is instilling hope in community and igniting a love for the arts through an Art in the Park activation, a collaboration with the Department of Parks and Recreation to showcase keiki-made art flags in County parks around Hawai `i Island; and WHEREAS, Mayor Roth proclaimed March as Youth Art Month in the County of Hawaii, recognizing the value of the arts in bringing community together and uplifting youth with creative experiences; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the County of Hawaii recognizes every March as Youth Art Month, supporting opportunities to improve the well-being and holistic development of our youth through artistic experiences. BE IT FURTHER RESOLVED that the County of Hawaii supports activation of Art in the Park and encourages Hawaii Island youth to participate and lend a visual voice to their stories and hopes for the future. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mitchell D. Roth, Mayor; Maurice C. Messina, Director, Department Parks and Recreation; Douglass S. Adams, Director, Department of Research and Development; and the East Hawaii Cultural Center.
