REPORT OF THE <br /> COMMITTEE ON REGENERATIVE AGRICULTURE,WATER, <br /> ENERGY,AND ENVIRONMENTAL MANAGEMENT <br /> DATE: February 16, 2021 Re: Communication No. 106 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management, <br /> to which was referred Communication No. 106,reports as follows: <br /> Communication No. 106,transmitted by Acting Mayor Lee E. Lord, dated January 27, 2021, <br /> submits for the Council's review and confirmation the reappointment of Melissa Cardwell to the <br /> Environmental Management Commission(EMC). A motion to move Communication No. 106 to <br /> full Council with a positive recommendation was made by Council Member Matt Kaneali`i- <br /> Kleinfelder; seconded by Council Member Holeka Goro Inaba. <br /> Introduced by Pomaika`i Bartolome, Executive Assistant to Mayor Mitch Roth, Melissa <br /> Cardwell is a long-time Hawai`i resident who led the"Plastic-Free Big Island Group", and is a <br /> recent EMC member whose term expired on December 31, 2020. If reconfirmed, Ms. Cardwell <br /> will serve a full five-year term ending December 31, 2025. <br /> Nominee Cardwell informed Your Committee that she is humbled and privileged to work <br /> alongside the innovative minds of the commissioners for the betterment of our island. With a <br /> unanimous vote for reappointment, Committee Chair Herbert M.
