Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management,
to which was referred Communication No. 106,reports as follows:
Communication No. 106,transmitted by Acting Mayor Lee E. Lord, dated January 27, 2021,
submits for the Council's review and confirmation the reappointment of Melissa Cardwell to the
Environmental Management Commission(EMC). A motion to move Communication No. 106 to
full Council with a positive recommendation was made by Council Member Matt Kaneali`i-
Kleinfelder; seconded by Council Member Holeka Goro Inaba.
Introduced by Pomaika`i Bartolome, Executive Assistant to Mayor Mitch Roth, Melissa
Cardwell is a long-time Hawai`i resident who led the"Plastic-Free Big Island Group", and is a
recent EMC member whose term expired on December 31, 2020. If reconfirmed, Ms. Cardwell
will serve a full five-year term ending December 31, 2025.
Nominee Cardwell informed Your Committee that she is humbled and privileged to work
alongside the innovative minds of the commissioners for the betterment of our island. With a
unanimous vote for reappointment, Committee Chair Herbert M. "Tim"Richards, III noted that
nominee Cardwell is not required to attend final confirmation at the upcoming Council meeting.
Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management
is in accord with the purpose and intent of Communication No. 106 and recommends
confirmation of the reappointment of Melissa Cardwell to the Environmental Management
Commission.
