Call for automatic denial--not automatic proval-- if decisions on permits are delayed, to avoid troublesome
projects slipping through.
Don't require expensive, time-consuming contested cases to stop projects allow simpler actions.
If there are health and safety issues, or a project is abandoned, and the Planning Director won't act, allow the
public to go directly to the Manning Commission.
