Your Committee on Finance,to which was referred Communication No. 112,reports as follows:
Communication No. 112,transmitted by Acting Mayor Lee E.Lord, dated January 25, 2021, nominates
Deborah Ward of Council District 5 to the Public Access, Open Space,Natural Resources Preservation
Commission(PONC).
Ms. Pomaikai Bartolome,the Executive Assistant to Mayor Roth, introduced Ms. Ward, and praised her
dedication as a volunteer. Ms. Ward is an active participant in several civic organizations, including the
Hawaii Tropical Fruit Growers, Hawaii Community College Forest TEAM Advisory Committee,
University of Hawaii-Hilo - Office of Mauna Kea Management Environmental Committee, and the Sierra
Club,the nation's largest and most effective grassroots environmental movement,passionately defending
most precious resources and wild places.
Nominee Ward was present and expressed her gratitude for being nominated and appreciated the opportunity
to serve. Chair Kanealii-Kleinfelder informed Ms. Ward she did not need to appear at the next Council
meeting for confirmation of her appointment.
Council Member Heather L. Kimball commented on this nomination as a"fantastic nomination."
Council Member Herbert M. "Tim"Richards III posed a question to Ms. Ward regarding the "great need for
maintenance" of PONC land and how she plans to assist; Ms. Ward replied by expressing her understanding
of the situation and that she is"excited"to try and expedite those funds for 501(c)3s to receive funds for
maintaining PONC properties.
Pursuant to Article 42, Section 2-215(a)of the Hawaii County Code,there is established a Public Access,
Open Space, and Natural Resources Preservation Commission,which shall consist of nine members,
appointed by the Mayor and confirmed by the Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 112, and
recommends the confirmation of the appointment of Deborah Ward to the Public Access, Open Space, and
Natural Resources Preservation Commission.
