COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAI `I <br />G2 21 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MAKU`U FARMERS <br />ASSOCIATION TO ESTABLISH A NEIGHBORHOOD WATCH PROGRAM FOR THE <br />MAKU`U HOMESTEAD COMMUNITY. <br />WHEREAS, Maku`u Farmers Association is a 501(c)(3) nonprofit organization that was <br />formed in 1997 to serve Native Hawaiian farmers and families residing on Department of <br />Hawaiian Home Lands' Maku`u agricultural homestead lots in lower Puna; and <br />WHEREAS, Maku`u homestead consists of 127 five -acre parcels designated for families <br />and 50 two -acre parcels designated for community use; and <br />WHEREAS, the Maku`u homestead community would like to establish a Neighborhood <br />Watch Program to address the increase in criminal activity, including agricultural theft, <br />vandalism, trespassing, and illegal dumping, which has been exacerbated since the 2018 Kilauea <br />eruption; and <br />WHEREAS, Maku`u Farmers Association is requesting funds to purchase equipment and <br />supplies to establish a Neighborhood Watch Program for the Maku`u homestead community; and <br />WHEREAS, the Office of the Prosecuting Attorney supports programs and initiatives <br />that help to reduce crime and keep our communities safe; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 4 will be appropriated to the Office of the <br />Prosecuting Attorney to provide a grant to Maku`u Farmers Association to establish a <br />Neighborhood Watch Program for the Maku`u homestead community. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
