HomeMy WebLinkAboutRES 062 Draft 01 2020-2022 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MAKU‘U FARMERS ASSOCIATION TO ESTABLISH A NEIGHBORHOOD WATCH PROGRAM FOR THE MAKU‘U HOMESTEAD COMMUNITY.  WHEREAS, Makuʻu Farmers Association is a 501(c)(3) nonprofit organization that was formed in 1997 to serve Native Hawaiian farmers and families residing on Department of Hawaiian Home Lands’ Makuʻu agricultural homestead lots in lower Puna; and WHEREAS, Makuʻu homestead consists of 127 five-acre parcels designated for families and 50 two-acre parcels designated for community use; and WHEREAS, the Makuʻu homestead community would like to establish a Neighborhood Watch Program to address the increase in criminal activity, including agricultural theft, vandalism, trespassing, and illegal dumping, which has been exacerbated since the 2018 Kilauea Eruption; and WHEREAS, Makuʻu Farmers Association is requesting funds to purchase equipment and supplies to establish a Neighborhood Watch Program for the Maku‘u homestead community; and WHEREAS, the Office of the Prosecuting Attorney supports programs and initiatives that help to reduce crime and keep our communities safe; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,  BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Makuʻu Farmers Association to establish a Neighborhood Watch Program for the Maku‘u homestead community. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $2,500       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $2,500      CREDITED TO:    010.271.5271.02 Office of the Prosecuting Attorney $2,500   Prosecuting Attorney OCE    115 Misc. Contract Services    (Makuʻu Farmers Association – Neighborhood Watch Program)    BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
