Aloha Council Members,
Residents of Pepe'ekeo Point Shoreline neighborhood would like to bring to your
attention the following points as you discuss the potential PONC acquisition of Lot 23 in the
Pepe'ekeo Point Shoreline subdivision, TMK 2-8-008-151:
There already exists a county recognized, paved pedestrian access to the shoreline Pali.
There already exists access to the county route along the pali that extends north for two miles.
There already exists a designated parking area of significant size
The existing parking and access walkway permit public access to ocean and harbor
views, fishing and other forms of shoreline gathering.
The site is included in two private associations, The Pepe'ekeo Point Shoreline
Association and the Pepe'ekeo Water Association and is encumbered by over 100 pages of
covenants, conditions and restrictions, including rules and regulations. Each Pepe'ekeo Point
Shoreline Association parcel must pay annual dues and Pepe'ekeo Water association monthly
fees and costs. Fees are subject to change and penalty, and interest is charged for late
payment. Special assessments may also be charged.
Over the past five or six years construction of a large residence at the subject site has
ensued, with more than 60% of the parcel being covered by recently poured concrete. Left
over construction material, including rebar, a shell of a deep swimming pool and a wading pool,
and other hazards remain on the property.
The site requires constant maintenance to keep down weeds, remove visitor trash, and
ensure that the pools and other areas of potential harm and liability are secure.
The Pepe'ekeo Point Shoreline Association has not expressed interest in the past and
has no current interest in assuming stewardship in part or as a whole of the subject lot. That
was an incorrect statement.
The neighbors who reside in the Pepe'ekeo Point Shoreline subdivision respectfully ask
you to consider these points in your discussion.
