confidential discussion, in executive session, to consult with the County Council on
questions and issues pertaining to its powers, duties, privileges, immunities, and
liabilities regarding the above-referenced action, including a discussion regarding a
litigation Ted H.S. Hong, Esq. filed on behalf of his client, Chang Y. Aiona, V.
