Your Committee on Parks and Recreation and Public Safety, to which was referred Resolution
No. 47-21 reports as follows:
Resolution No. 47-21, transmitted via Communication No. 119,by Parks and Recreation
Director Maurice C. Messina, dated February 1, 2021, approvals the Department of Parks and
Recreation's 2020 Title VI Plan pursuant to the Federal Transit Administration Title VI Circular
4702.1B Requirements and Guidelines.
Deputy Corporation Counsel J Yoshimoto was present in Hilo Council Chambers to answer
questions. Mr. Yoshimoto explained that he worked on this resolution and the Title VI Plan
which was a requirement because vehicles were received by the Department of Parks and
Recreation through a grant process.
Your Committee on Parks and Recreation and Public Safety is in accord with the purpose and intent
of Resolution No. 47-21, and recommends its adoption.
