No. 53-21 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:35 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 53-21, reports as follows: <br /> Resolution No. 53-21, transmitted by Finance Director Deanna Sako via Communication No. 127 <br /> dated February 11, 2021, authorizes the payment of funds for a later fiscal year and of more than one <br /> fiscal year for multi-year lease for a multi-year lease of two Class IV sized 4x4 pickup trucks for the <br /> Department of Environmental Management. <br /> 1 This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate <br /> monthly cost of$4,600. <br /> Committee Chair Matt Kaneali`i-Kleinfelder asked why two new trucks are needed. Department of <br /> Environmental Management Deputy Chief Engineer Eric Takamura responded by saying that the <br /> department finds it difficult to provide services Ka`u,Na'alehu, and Pahala by taking multiple vehicles <br /> from the west side. Sometimes vehicles are not available. Two more trucks would allow four employees <br /> to travel in one truck, and also provide the capability to pull either a generator or a portable pump <br /> without requiring multiple trucks. Mr. Takamura continued, adding that the department wishes to <br /> expand mechanical, maintenance, and electrictal services island-wide by sending more employees out to <br /> the field. One truck is intended for the west side and one truck for the east side. <br /> Mr. Kaneali`i-Kleinfelder asked questioned the purchase given the state of the economy. Mr. Takamura <br /> answered by stating the purchase is essential. Mr. Kaneali`i-Kleinfelder expressed his concern with the <br /> amount of workers in one truck, asking if they've been vaccinated and could they be distanced in the <br /> truck. Mr. Takamura replied that one of the trucks is large enough and explained the size of the truck. <br /> Council Member Holeka Inaba posed a question regarding the cost of the vehicle. The purchase price is <br /> estimated at $255,000 for two vehicles. He asked if these are standard 4x4 pickup trucks. <br /> Mr. Takamura replied by stating that the trucks come equipped with storage for tools and are also <br /> equipped with generators to power tools from the truck's engine. <br /> FC Report No.: 21 <br />
