Major projects should never be automatically approved, not when it means that projects may not be fully
evaluated. Once permission is given, it is extremely (read: impossible)to get it back. If a project is denied, there are
further steps that may be taken that could result in approval at a later time.
Imagine if I applied for a bank loan, would I get automatic approval if I delayed submitting the appropriate
paperwork? If I showed up late for my driver's license exam,would I get a license automatically or would I have to
come back later? If I turned in only part of a school report, would I get a passing grade?
A contested case hearing is not the answer to problems brought about by automatic approval. Approval should not
be granted until all requirements are met.
