Aloha CO I cilmembers, 2:

Pardon my frankness, but Bill 5, allowing permits to automatically become valid, sounds like;
one of the stupidest bills in years?
How are ordinary citizens supposed to cope with?
Have you yet noticed you are getting far more testimony than you used to???????/
The people are sick and tired of the corruption in this county, somehow always favoring big
ousiness, If we need permits to be issued more quicky, then hire more people,
This will Stop, if we have tO go tO court On every Issue.
The people who elected you now would like our say.
Now, mahalo, don't even think of passing Bill 5•

agree with all of the following testimony:
Please defer Bill 5 until provisions for automatic denial are added.
Ms. Kierkiewicz and Corporation Counsel are working on provisions for automatic
denial. But it would be wise to see how their ideas work with Bill 5, before passing
Bill 5.
Automatic denial isn't the end of the world. If the automatic denial deadline is
looming, an extension can be granted if all parties agree. Or if denial kicks in, the
applicant can try again later.
On the other hand, automatic approval is a problem for everyone. It means
projects are approved with no conditions—such as protecting the environment,
reducing impacts to neighbors, building infrastructure and affordable housing, and
paying impact fees.
Bill 5 now says automatic approval can only be stopped by a contested case
hearing. But that costs $200 to file, and requires citizens to spend hours at
Planning Commission meetings and legal hearings, facing off against experienced
consultants and lawyers.
Please hold out for a Bill 5 that includes automatic denial.
Mahalo.
