Difference between wastewater and sewage
Wastewater
• A general term for water that,
after being used for different
purposes such as residential,
commercial, or industrial,
receives impurities. Wastewater
is used water with physical,
chemical and biological
impurities.
Sewage
• Wastewater coming from water
closets that contains human
excreta.
Where does it all flow?
• Centralized facility
• Public wastewater treatment plants — Metropolitan and suburban areas
• Hilo, Honoka'a, Kaloko, Kapehu, Kealakehe, Kula'imano, Papa'ikou
• Ocean outfall, subsurface, or sump disposal
• Private wastewater treatments — Resort areas in Kona and Kohala

Wastewater Division's mission
• To protect the health and safety of the public and our environment
• To provide a cost effective municipal sewer treatment and disposal
service to the public
• To ensure full compliance with local, state, and federal rules and
regulations
• To operate continuously, and respond to emergencies 24/7 for every
day of the year
Wastewater Division
• Responsible for the engineering, regulatory compliance, operation,
maintenance, and wastewater discharge of the County's wastewater
collection, treatment and discharge facilities.

• Regulatory Compliance.
• Regulated by the U.S. Environmental Protection Agency and the Hawaii
Department of Health, and subject to Chapter 21 of the Hawaii County Code.

Operations.:
• A total of seven wastewater treatment facilities, 104 miles of gravity
sewers, 16 pump stations, 11.2 miles of force mains.

• Cesspools are substandard systems. They don't treat wastewater, they merely
dispose of it. Cesspools concentrate the wastewater in one location, often deep
within the ground and in direct contact with groundwater, causing groundwater
contamination. This groundwater flows into drinking water wells, streams and
the ocean, harming public health and the environment, including beaches and

Sludge
A septic tank is a wastewater storage unit that allows for both settling
and skimming. Grit and other solids settle to the bottom of the tank
and create a layer of sludge. Oil, grease, fat and other floatables rise
to the top, creating a layer of scum. Accumulated sludge and scum
must be removed on a regular basis. - HDOH

Current major wastewater treatment concerns
• Kealakehe WWTP, R-2 users — identify operational modifications
• Hilo WWTP upgrades — Invest in major repairs in excess of $50,000,000 or a total
replacement in the near future
• Puna WWTP - Funding available for feasibility study now, pending approval and
RFP process.
• Puako WWTP — Facilities plan is awaiting release of State CIP funding. Consultant
selected. Awaiting contract execution.
• Na`alehu and Pahala LCC Administrative Order on Consent
• (Anticipated) Pretreatment Administrative Orders on Consent
Current major wastewater collection system
concerns
• Pua Force Main Replacement and Rehabilitation — Design notice to
proceed: 3/11/21; construction $27,000,000
• Pua Pump Station Renovation — Construction $25,000,000;
preliminary engineering report needs to be completed for state
revolving fund eligibility.
• Wailoa Pump Station Renovation — construction $10,000,000
• North Kona Pump Station — design/construction $18,000,000
• Other pump stations that require renovation (including force main,
KebpO, Hale Ha-15wai, Project 19,, Kolea, Onekahakaha, Wailuku
Recommendations:
• Develop acounty-wide integrated wastewater management plan
• Establish an enterprise funding system or other financially sustainable
structure to be able to perform capital improvement and major
maintenance projects.
• Secure the right staffing level and area of expertise
• Establish a training and certification program
• Proactive compliance with state and federal rules and regulations
• Beef up funding for preventative maintenance program
Recommendations:
• Build up training for all staff members and rely on experienced in-
house staff to save costs and find solutions.
• Continue dialogue with EPA and HDOH and negotiate awin-win on
AC)Cs
• Continue to seek outside funding from federal and state partners.
• Setup pilot programs for alternative effluent treatment/cesspools.
• Public -Private Partnerships
• Allows sharing of certified personnel between public and non-public entities
• Allows increase of tie-ins to sewer lines, resulting in cleaner environment
