HomeMy WebLinkAboutRES 073 Draft 01 2020-2022A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE 2019 INTEGRATED SOLID WASTE MANAGEMENT PLAN UPDATE FOR THE COUNTY OF HAWAIʻI.
WHEREAS, Hawai‘i Revised Statutes Chapter 342G, Part III, Integrated Solid Waste Management Planning, requires each county to submit to the Office of Solid Waste Management of the Hawai‘i
State Department of Health an integrated solid waste management plan that has been formally adopted by the County of Hawaiʻi and is consistent with the requirements of said Chapter
342G; and
WHEREAS, HRS Chapter 342G, Part III, also delineates the schedule and requirements for updating an integrated solid waste management plan;
WHEREAS, the Council on October 5, 1994, adopted Resolution No. 291-94, which authorized acceptance of the first Integrated Solid Waste Management Plan; and
WHEREAS, the Council on November 20, 2002, adopted Resolution No. 238-02, Draft 5, which authorized acceptance of the Final Draft Update to the Integrated Solid Waste Management Plan
for the County of Hawaiʻi; and
WHEREAS, the Council on May 5, 2010, adopted Resolution No. 318-10, authorizing acceptance of the 2009 Integrated Resources and Solid Waste Management Plan; and
WHEREAS, Mayor Harry Kim appointed members of the County of Hawaiʻi Solid Waste Advisory Committee in 2018; and
WHEREAS, Parametrix has prepared in association with Wesley R. Segawa and Associates, Inc. this update to the Integrated Solid Waste Management Plan for the County of Hawaiʻi in consultation
with the County of Hawaiʻi’s Solid Waste Advisory Committee; and
WHEREAS, public meetings were conducted in Hilo and in Kailua-Kona to review the draft 2019 Integrated Solid Waste Management Plan (ISWMP), and to obtain public comment;
WHEREAS, the Office of Solid Waste Management of the State Department of Health has provided comments to the County of Hawaiʻi Department of Environmental Management on the draft ISWMP;
and
WHEREAS, the Environmental Management Commission has provided input throughout the process, and supports the goals of the ISWMP; and
WHEREAS, the Environmental Management Commission has sent a letter to the Council, attached hereto as Exhibit A, recommending approval of the 2019 ISWMP; and
WHEREAS, the coronavirus pandemic has delayed initial timelines for approval of the 2019 ISWMP, but the Department of Environmental Management remains committed to its implementation;
and
WHEREAS, the Department of Environmental Management has provided a formal response to the comments provided by the Hawai‘i State Department of Health, Office of Solid Waste Management,
and has incorporated the necessary revisions in the final Integrated Solid Waste Management Plan; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that pursuant to HRS Chapter 342G, Part III, the Council hereby authorizes the acceptance of the 2019 Integrated Solid Waste Management
Plan prepared by Parametrix in association with Wesley R. Segawa and Associates, Inc., dated August 2019, and attached hereto as Exhibit B.
BE IT FURTHER RESOLVED that pursuant to HRS Chapter 342-G, Part III, the County of Hawaiʻi Integrated Solid Waste Management Plan is authorized to be submitted to the Hawai‘i State Department
of Health, Office of Solid Waste Management.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable David Y. Ige, Governor, State of Hawaiʻi; Dr. Elizabeth A. Char, Director, Department
of Health; the Honorable Mitchell D. Roth, Mayor; and Ramzi I. Mansour, Director, Department of Environmental Management.
