KANEALI`I-KLEINFELDER: I did reach out to Bill Brilhante for any questions that the members may have. I do not see him, but he was available if FC -5 March 2, 2021 needed. Does anyone have any questions for Bill Brilhante about the Second Quarter Reallocation report? MS. KIMBALL: Chair? CHR. KANEALI`I-KLEINFELDER: Yes? MS. KIMBALL: I would actually like some guidance to how to read this report, and I'm willing to take that from one of the other Council Members if Mr. Brilhante is not available. Deanna, do you want to—thank you. I appreciate that. (Note: At this time, Finance Director Deanna Sako came forward to address the members of the Committee.) CHR. KANEALI`I-KLEINFELDER: Thank you, Deanna. Go ahead, Ms. Kimball. MS. SAKO: Good morning. It's just on how to understand the report, right? Yeah. So HR (Human Resources) tracks all of these things. These are actions that go through their office. And so a reallocation is when we change a title, or a level, or a pay grade for a position. So on the first set you'll see temporary reallocations for recruitment purposes. So you'll see the first one was a Police Radio Dispatcher II, and their new classification is a Police Radio Dispatcher I. So when you see temporary reallocations for recruitment purposes, that's usually we're recruiting down to a position classification that more people can qualify for. Usually at the two level (Radio Dispatcher II), it requires experience in that field, whatever it is; and so most people just coming in from the outside won't already have experience in being a radio dispatcher, so they reallocate down to the Radio Dispatcher I to fill. So all of those in that section are for that, and that's where they're also marked "Temporary." Then when you get to about three-quarters of the page down, you'll see a reinstatement. That means the person qualified at that higher level, and they were able to move them back up again. So that whole—most of the reallocations are for recruitment purposes, so that's like the first three pages. Then on page four there's reallocations for which there was no additional cost incurred for the County, and so these can be for a variety of reasons and they're all marked in the "Permanent" column. And so usually if anybody feels like maybe their employee is working outside of class, HR will go in and do an audit, and I believe those are all the ones resulting from audits of positions. And then it has the effective date, and then up or down. Page 2 FC -5 March 2, 2021 Sometimes it's not the persons working outside of class, but they just want to use the position for a different purpose, and then that's also a reallocation process. So that's why some of them are going down. MS. KIMBALL: Thank you, Deanna. I just want to make sure I'm doing everything correctly as we move forward here. MS. SAKO: Yeah. MS. KIMBALL: And then just—so the changes—so for example you have a Police Officer II being down—transitioned to a Police Officer I, you have this reduction in cost. Does that cost still sit with that position in terms of the budget, or does that now become available to redirect to other positions? MS. SAKO: Police is probably a poor example of that. MS. KIMBALL: Or is there—? MS. SAKO: Because we—the way budget it. But yes, it stays with the position. And this is actually what the (Police Officer) II costs. It may or may not be exactly that in the budget because they may have already planned for this, especially something like police recruits. But then as soon as they meet those minimum qualifications, they will be reallocated up again. So, yeah. So they do try to take that into account in the budget already. MS. KIMBALL: Got it. Great. Page 4 FC -5 March 2, 2021 MS. KIERKIEWICZ: I don't have any questions, but just high-level overview from Director Sako, if she's able to provide. Thank you. CHR. KANEALI`I-KLEINFELDER: Okay. Thank you, Ms. Kierkiewicz. (Note: At this time, Finance Director Deanna S. Sako came forward to address the members of the Committee. MS. SAKO: Good morning again. So this is the revenue report. We submit it annually. I think it's required by January 31St. And I believe this is only the second one we've done. It's a newer requirement in the County Code. But it does provide, by fund, every single revenue account that—and the source of where that authority is; what the rate is, how much it brings in, and then the source for that authority. So Hawaii County Code, some of them might be HRS (Hawai`i Revised Statutes), some of them might be a department's rules, but that's all listed on the far -right column. And so it does have last fiscal year's revenue total, so the fiscal year ending June 30, 2020. I believe it also has the date, the last time it was increased. I'm not seeing that here. But anyway— MS. KIERKIEWICZ: That's the objective? MS. SAKO: Yeah. MS. KIERKIEWICZ: Yeah, it's listed. Some of these fees haven't been adjusted since—like 1978. MS. SAKO: Yeah. Yeah, that's the part I was thinking of. And so—yeah, I'm happy to answer any questions. There's a lot of information on here. It's good to have as you start looking at the budget that was just delivered yesterday, as well. MS. KIERKIEWICZ: Thank you, Deanna. This is a really helpful tool as we navigate budget season. Thank you. Chair, I yield. CHR. KANEALI`I-KLEINFELDER: Kona, any questions? MS. DAVID: Thank you. No, Chair. CHR. KANEALI`I-KLEINFELDER: Okay, Ms. Lee Loy, go ahead. MS. LEE LOY: Thank you, Chair. Deanna, just a quick question. Because this is the end of last—or the fiscal, and we're actually going into another fiscal. Is it possible to do a side-by-side comparison of the revenues generated from these accounts? Because I think we have anomaly kind of year coming up with COVID Page 5 FC -5 March 2, 2021 (coronavirus disease), and so many of these places unable to generate the same revenue. Is that possible? MS. SAKO: So in the budget reports we just submitted, there is the FY (Fiscal Year) 2020 compare, and then there's the current year budget, FY 2021 and then the proposed 2022, and then 2023-2024. So is that right years you're looking for, or you wanted 2019-2020, or 2020-2021? MS. LEE LOY: Yeah. MS. SAKO: 2020-2021 year to date? MS. LEE LOY: 2020-2021, yeah. Okay. MS. SAKO: Yeah, we can have them work on it and annualize it. It's kind of an interesting—it takes a little bit of work because—like franchise tax in the Highway fund, it's only collected once per year. So staff just have to know which ones, where we're at. But before—between now and budget, we can have them try and work on that. MS. LEE LOY: Yeah. And I saw Ms. Kimball nodding her head. Because it's going to be a little wonky this next one. MS. SAKO: So FY (Fiscal Year) 2020-2021 compare a little better than 2019- 2020. MS. LEE LOY: Yeah. MS. SAKO: Because we were able to use the 2020, the second half of 2020, when we started the pandemic, to help us do the projection for FY 2022. MS. LEE LOY: Perfect. Great. Thank you. Chair, I yield. CHR. KANEALI`I-KLEINFELDER: Thank you. Seeing—Kona, any discussion? MS. DAVID: Chair, thank you, no. CHR. KANEALI`I-KLEINFELDER: Thank you, Chair. Deanna, I just want to say mahalo for putting this together. This is actually one of the first bills I ever did to create this; and I just—I mean, the point was just to give everyone a little bit of visibility to what we charge, as far as fees. Whether it's a camping permit, or registration fee, or anything else that we, you know, use as a source of revenue. And I know it was a lengthy document, and I do appreciate you putting out and working with me to get this done. Page 6 FC -5 March 2, 2021 MS. SAKO: Yeah, and we just want to thank all the departments who do their piece, and then Ted in Budget puts it all together. So we're very thankful for everybody chipping in to get this done. And who would've know we'd be in a pandemic, where this may be as even a little more critical. So, thank you. CHR. KANEALI`I-KLEINFELDER: I just think to the history too, we're showing how long it hasn't been adjusted, or rather recently. MS. SAKO: Yeah. CHR. KANEALI`I-KLEINFELDER: Or just for clarifying how little we charge for things, or how much we charge for things. MS. SAKO: Yeah, it really puts it all in perspective. CHR. KANEALI`I-KLEINFELDER: Yeah, so thank you for putting it together and being on time, and mahalo. MS. SAKO: No problem. CHR. I think you are a point of contact for this item. (Note: At this time, Deputy County Clerk Aaron Brown came forward to address the members of the Committee.) MR. BROWN: I am. Thank you, Chair. So we are just finishing up. We're actually finished the five-year lease on our big color printer—color printer solution. It's a big machine in our Support Services Division. Our Support Services Division, thank you to them. I want to give them a little bit of a shoutout. They help support the printing functions for every department across the County. They do a lot of color copying, a lot of those services that are our departments require. So this is getting into a new three-year lease agreement, and actually we're going end up hopefully saving at least a couple hundreds dollars per month on a new upgraded machine solution for them. KANEALI`I-KLEINFELDER: Thank you for joining us this morning. Is there any questions by the Council Members? Okay, Ms. Kimball, go ahead. MS. KIMBALL: I just had a quick question. Is this a replacement for an existing vehicle that is no longer being leased, or is this a whole new piece of equipment for you guys? MR. TAKAMURA: We're on the CCTV (Closed Circuit Television) truck? Page 9 FC -5 March 2, 2021 MS. KIMBALL: Yes. MR. TAKAMURA: No, it's not a replacement. It's a second CCTV truck. We have one that we got on east side; and then with the work on the west side, we actually need two, instead of moving the east side truck there and then bringing it back and forth. Chair, I just wanted to note my support for this particular purchase. I remember a couple of years ago visiting the treatment plant, and noticing that the data they were obtaining was actually like written into notebooks. And so any way in which we can digitize our information, that just creates more efficiencies and our ability to just look at that data and understand where you might need to make some changes in the operation. Any concerns, comments, questions? MS. DAVID: No thank you, Chair. It's self-explanatory. Thank you. CHR. KANEALI`I-KLEINFELDER: Okay. I will ask questions. Two new trucks? MR. TAKAMURA: Yes. CHR. KANEALI`I-KLEINFELDER: And then, what is the need? Why the need? MR. TAKAMURA: First need is we're finding it difficult to respond, you know, to Ka`u: Na`alehu, Pahala. We're taking multiple vehicles, and sometimes from the Kona side they're not available, they're in service. So this allows us to put four guys in one truck but also gives us the capability to also pull either a generator or a portable pump. It doesn't require multiple trucks. The other reason is we're trying to go—have our maintenance crew, mechanics, electricians, respond island -wide. So one truck is for west side, one side is for east side; but also again allows the crew, if they respond island -wide, that they can pull either a portable generator or a portable pump when they need to do work at Honoka`a or Ka`u. CHR. KANEALI`I-KLEINFELDER: Okay. And then given what's happening with the economy, I mean, is this something you guys need? Like necessary need, or is this more of a wish list kind of a deal? Page 11 FC -5 March 2, 2021 MR. TAKAMURA: Oh no, this is a necessary need. CHR. KANEALI`I-KLEINFELDER: Okay. And then can you put four people in there, in the truck? Is everyone been vaccinated? MR. TAKAMURA: One of them, yeah. CHR. KANEALI`I-KLEINFELDER: Okay. So you have one guy? MR. TAKAMURA: No, no. We can put—on one truck, we have a super -sized crew, so crew truck. CHR. KANEALI`I-KLEINFELDER: So it's six -feet between everybody? MR. TAKAMURA: Yeah. CHR. KANEALI`I-KLEINFELDER: Wow, yeah. MR. TAKAMURA: Like the—the time the County building, you know, the power went out, we put the portable generators out front, that was from Wastewater, but we had to bring them here with a dump truck. CHR. KANEALI`I-KLEINFELDER: Oh, okay. Okay. So this size truck can actually handle one of the larger generators? MR. TAKAMURA: Yeah. CHR. KANEALI `I-KLEINFELDER: Okay. Thank you for answering my questions. Okay, any other further discussion? MR. INABA: Chair? CHR. KANEALI`I-KLEINFELDER: Oh, sorry. Go ahead, Mr. Inaba. MR. INABA: I just have a quick question. The purchase price is estimated $255,000 for two vehicles. Are these just regular 4x4 pickup trucks? That seems kind of steep for two vehicles. MR. TAKAMURA: Are these what? MR. INABA: Just novel 4x4 pickup trucks? Page 12 FC -5 March 2, 2021 MR. TAKAMURA: No, they—we have a—what's the word—cabinets like that, where you can store tools, also going to be equipped.
