Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management,
to which was referred Communication No. 164,reports as follows:
Communication No. 164, transmitted by Mayor Mitchell D. Roth, dated February 19, 2021,
submits for the Council's review and confirmation the nomination of Michael Bell to the Water
Board. A motion to move Communication No. 164,to full Council with a positive
recommendation was made by Council Member Susan Lee Loy; seconded by Council Member
Heather Kimball.
Introduced by Pomaika`i Bartolome, Executive Assistant to Mayor Mitch Roth, Michael Bell is a
lifelong resident of Hawai`i County and is the General Manager of Body Glove Cruises. He is
active in the community serving on Visitor Aloha Society of Hawai`i (VASH), the Sustainable
Tourism Association of Hawai`i and the Kailua Village Business Improvement District. If
confirmed, Mr. Bell would serve a term ending December 31, 2025.
Nominee Bell addressed Your Committee with appreciation and desire to give back to the
community through local government. Council Members thanked nominee Bell for his
willingness to serve,yet outlined the deep commitment, broad mission and tasks, and dedicated
time required to be on the Water Board. With a favorable vote, Committee Chair Herbert M.
"Tim"Richards, III advised nominee Bell that he was not required to appear at the confirmation.
Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management
is in accord with the purpose and intent of Communication No. 164, and recommends
confirmation of the appointment of Michael Bell to the Water Board.
