Our efforts also contribute to increasing public safety and reducing costs to our public systems by alleviating overcrowding at Hawai'i Community Correctional Center and reducing the continuous cycling in and out of jail of Native and non-Native Hawaiians who are mentally ill and chronically homeless. 3. Program Description: The"housing first"harm reduction policy implemented by many shelters has proven to be an effective pathway out of homelessness for many. But it may not be an appropriate option for individuals reentering society from custody and struggling with addiction,in treatment,or under court orders to avoid such behavior.This specific population may need or prefer the abstinence-focused and peer-supported community of reentry recovery housing.Going Home Hawaii(GHH) provides the only facilities on Hawaii Island serving 100%justice-involved individuals.GHH operates one facility(75 beds)in Kailua-Kona for both men and women,and two Pu'uhonua Wellness Centers in East Hawaii,one for women(9 beds)and one for men(9 beds).These housing programs are intended for longer-term stays to provide the time needed for achievement of employment and/or educational goals,securing of permanent housing,family reconciliation,and other goals that contribute to stabilization and a lasting return to community. GHH takes a co-case management approach to bridge the multiple sectors that provide judicial supervision for reintegrating individuals in our community. Participants are supported by mentors who share their backgrounds and help guide them in making everyday decisions Supportive services are also provided for pregnant women who are struggling with or at risk for alcohol and illicit substance use.Through a partnership with Blueprint for Change(BFC), GHH's Native Hawaiian Career&Technical Education Pathways(CTE)incorporates RFC's E Ho'okanaka(be a person of worth) curriculum to reunify justice-involved individuals with their family and community. Residents of GHH housing are also encouraged to participate in online CTE classes on subjects such as sustainable agricultural technologies. Programs implement social distancing and other CDC-prescribed COVID-19 protocols, and/or are conducted remotely. Explain what plans your agency or program has to increase revenues to support this program: GHH has actively and strategically pursued funding to support these reentry and recovery programs,with a diverse mix of income streams from nonprofit,foundation,faith-based and public organizations,as well as program and rental fees.GHH will continue to pursue these and new opportunities.As our focus on directly addressing the issue of overrepresentation of Native Hawaiians in the criminal justice and correctional systems has deepened,we hope to obtain support from the Office of Hawaiian Affairs(OHA)and the Administration for Native Americans(ANA)on future projects. As part of our business pivot,we have been investing in developing our website.Future revisions include a giving page with an online donor portal. GHH is also actively pursuing collaborative efforts with other local nonprofits to maximize our resources. 7. Program Description: The Hawaii Island Going Home Consortium is a fluid,grassroots entity in which all members volunteer their time to participate in monthly meetings(less frequent due to COVID),awareness events,and committee activities geared towards promoting successful outcomes for our target population.Committees include Education&Career Pathways, Health& Housing,Criminal Justice Partners, Restorative Justice,Cultural Competence,West Hawaii Coalition(Aloha Initiative), Faith-Based Organizations,Justice-Involved Youth,and Executive. Although members of the Consortium have been meeting regularly since 2004,the West Hawaii Coalition was inactive from 2014 to 2017 due to lack of leadership of Kona. In late 2017,Going Home Hawaii(GHH)was introduced to the ALOHA Initiative,a group of West Hawaii community stakeholders who were developing an intervention model to support and treat persons experiencing homelessness and having vulnerable behavioral health conditions. In 2018,the group slowly dissolved,as key members had other priorities. Explain what plans your agency or program has to increase revenues to support this program: Over the past year,funding has been concentratedon responding to the pandemic.As Hawaii emerges from the worst of the crisis,GHH anticipates applying for funding to support this type of coalition support.As our focus on directly addressing the issue of overrepresentation of Native Hawaiians in the criminal justice and correctional systems has deepened,we hope to obtain support from the Office of Hawaiian Affairs(OHA)and the Administration for Native Americans(ANA)on future projects.Through the efforts of the Coalition's Health and Housing Committee,GHH will begin exploring health-related funding possibilities. As part of our business pivot,we have been investing in developing our website. Program Objectives Using County Nonprofit Grant Program Funds: 1)Coordinate,facilitate,and implement follow up of regular Coalition meetings,online and/or in-person in compliance with government guidelines,including organizing the general activities and agenda for the meetings, keeping members informed of meeting activities and outcomes,and coordinating with the Hawaii Island Going Home Consortium. 2)Implement online trainings with a focus on serving individuals with mental health or behavioral health conditions for West Hawaii Coalition and community members,including providing resources and tools. 3)Distribute needed supplies for individuals upon release from custody among West Hawaii Coalition partners,such as clothing and personal hygiene items. 4)Coordinate an Employer Recognition event online to honor West Hawaii employers who hire those released from custody. 5)Utilize Contingency Management Interventions/Motivational Incentives to engage clients with vulnerable behavioral health conditions(VBHC)who are resistant to treatment,such as rewarding a client who has seen his/her psychiatrist 2 months in a row with a$10 restaurant gift certificate. 6)Provide Cultural Practitioners for four(4)10-session cultural programs for the participants of the Alahou GHH housing facility or West Hawaii Pu'uhonua Wellness Center.Two programs for women and two for men,with one(1)experienced Cultural Practitioner per program.
