Subject: Bill 27 - Written Testimony
My name is Zachary Van Horn, I'm a senior at Kealakehe High School, and I have lived on the island for over five
years in Waikoloa (Elima Lam). In that time, I have come to know many people who own property and some who are
even familiar with the non-spec program. As a result,I can understand wanting to remove the program and am
therefore in favor of Bill 27. The way I see it,the non-spec program does more harm than good by locking home-
owners into a long-term contract with heavy consequences. As with life, it can change, and where the program may
have originally set out to encourage homeowners to stay on-island to benefit the community, it now might be pushing
them away. I also support this bill because it maintains the freeze on the taxable value of properties for those still in
the program (that is, until 2423)_ In this way, the bill will both terminate the program and the undue consequences
those in it would have had to face otherwise.
