Aloha Chair Richards and Committee Members,
To start, let me be clear - Kau wants the 2007 FEA-promised septic
conversion for all a'u LCCs, like was done at the Pahala Elderly Housing in idhe
2018 for $413,000 (8 units for a cost of $51,625/apartment)!
No one wants to spend AT LEAST $108,550,000* for the two Kau sewage
plants to remove the 272 homes from illegal LCCs when the DOH Cesspool
Conversion Technology Research has identified less costly alternatives (see e.g.,
attached Upcountry Maui Cesspool Upgrade Analysis Table 10. listing relative
costs for 18+ alternative treatment plus disposal systems ranging from $15,500
to $54,550 per house, while the Kau projected cost would be $399,000 for each
home, based on the current CWSRF $108,550,000 loans for the 272 Naalehu and
Pahala homes in the two EPA 2017 Consent Orders).
Please consider that these tiny Ka'u communities have a low wastewater
treatment priority because they are remote and far from the coast. All they
need is the cost-effective septic tank treatment and disposal in the current wells
or absorption to satisfy the EPA need to close LCCs!
Why waste money here when Kona and Hilo coastlines really need the
help?
