Aloha council committee members,
I followed the Hilu-Hilu/Palamanui process and testified several times regarding their requestfor development from the very
beginning. atHnt,thepnooesswasoUabuutbein81mnsparent\othepub|ic-- aUabout^win-wins" But not too long after the public
process of getting approvals,the developers came back asking to be relieved of requirements that had been part of the deal with the
state and county,Two of the most irksome was to delay timely construction of a mauka-makai connector road and to create a public
park (which was o bit pathetic to begin with as itwas going tofollow the giant electric pylons -- a place where nodeveloper would
want to build o/be able to sell is how | saw it.)
It was in good faith that the public went along with that huge development,though there were always questions about the veracity
ofthe |andowneo/deve|opers. Many people believed (though I've always been doubtful)that Palmanui's principles (owners)would
first and foremost provide an educational environment for our community— not another place for real estate speculation and
unnecessary, unbridled, developer-d riven growth and sprawl. Unfortunately,the development was approved and some concessions
made before the Kona Community Development Plan was created and made law. But,to be pono,this body and others in the
county, should,when at all possible and legal, require Palamanui to follow the tenets of the KCDP.The includes concurrency which is
second onthe public priority list behind protecting open,coastal space.
A lot of water has gone under the bridge since their earliest request for development approval.Then the ongoing changes,And now
Bill 11.At a minimum, Bill 11 should be deferred until more up-to-date and complete information can be provided by the Planning
Department regarding this latest request.This is the only way that our residents and this committee can make an informed decision
regarding Bill ll.
