Chung, Vice Chair Bill 11—Palamanui Global Holdings, LLC COUNVit CL COUNTY OF HAWAIII Wednesday, March 17, 2021 RECEIVED Time a.M. 1:00 P.M. --- Aloha Chair David,Vice Chair Chung and Members of the Council: Pacific Resource Partnership (PRP)writes in strong support of the Palamanui Development project. Palamanui Global Holdings LLC's ("Palamanui") investments in West Hawaii helped to build Hawaii Community College(NCC) Palamanui.The passage of Bill 11 will allow Palamanui to complete the vision to build a community around the college where local residents can live, work, play, and learn. West Hawaii has benefitted from Palamanui's investments of over$22 million to build NCC Palamanui, which opened in 2015. In 2012, the University of Hawaii received $9.7 million in cash from Palamanui to begin construction of the first phase of the college. Palamanui committed another$12 million in infrastructure improvements for the college to provide water, sewage treatment and connect power. I oday Palamanui is committed to building a community around the college that is designed to be completed in four phases over 20 years.The Palamanui Development project will help to address the County's need for more housing by creating approximately 1,116 new homes for local families. Other benefits of the project include, but not limited to a university village town center to support the adjacent communities and the college, a hotel, a business park, walking and biking trails, a forest reserve, and a regional park. Moreover, this project will stimulate the Island's economy by providing construction, retail, commercial and other job opportunities for the local workforce. Given the above, PRP respectfully requests this Council's favorable decision on Bill 1.1.Thank you for this opportunity to submit written testimony.
