Aloha Council Chair David and Council Members:
It is my honor and pleasure to nominate Carrie Hoopii of Council District 3 to the Environmental
Management Commission.
Ms. Hoopii, a lifelong resident of Hawai'i Island, is a graduate of Waiakea High School and will
graduate this spring from Hawaii Community College. She is employed by HOPE Services
Hawaii as a Housing Locator and Outreach Team Leader, utilizing her experience and skill in
organization, leadership, management, and collaboration to provide direction, support and
advocacy for program participants. As Hawaii National Guard Youth Challenge Academy
Secretary from 2011 to 2017, Ms. Hoopii gained a comprehensive understanding of all aspects of
Academy office organization and operation.
Ms. Hoopii is an active advocate for our most vulnerable populations, coordinating the annual
Homeless Point in Time Count for our island, volunteering with HOPE Services Street Medicine
Outreach, and Premier Medical Group, covid-19 community testing. She is an energetic member
of the Keaukaha Community Association and the Youth Challenge Beach Clean Up Team. If
confirmed, she will serve a term ending December 31, 2025.
