Your Committee on Finance,to which was referred Communication No. 156,reports as follows:
Communication 156,transmitted by the Honorable Mayor Mitchell D. Roth dated February 25, 2021,
nominates Steven Pavao of Council District 2 to the Salary Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome came forward to introduce the nominee. A
lifelong resident of Hawai`i, Mr. Pavao stated he currently works for the Department of Health and has
volunteered on other commissions in the past. He holds a Bachelor's Degree in Psychology and a
Masters in Human Resources Development and if confirmed, would serve a full term to end on
December 31, 2025.
Ms. Lee Loy and Chair Kaneali`i-Kleinfelder spoke positively regarding the nominee.
Mr. Kaneali`i-Kleinfelder inquired as to why Mr. Pavao was interested in the Salary Commission. They
briefly discussed collective bargaining unit contracts and outlook for both State and County Budgets.
Pursuant to Article XIII, Section 13-28, Hawai`i County Code Article Section 13-28,there shall be a
Salary Commission which shall be appointed by the Mayor with the approval of the Council.
Chair Kaneali`i-Kleinfelder informed Mr. Pavao that he need not be present at full Council for final
confirmation.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 156, and
recommends confirmation of the appointment of Mr. Steven Pavao to the Salary Commission.
