RESOLUTION NO. S6 21
A RESOLUTION TRANSFERRING/APPROPRIATING ANAPPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LAUPAHOEHOE
TRAIN MUSEUM, A DESIGNATED RESILIENCE HUB, TO SUPPORT ESSENTIAL
COMMUNITY SERVICES DURING THE COVID-19 PANDEMIC AND RECOVERY
PERIOD.
WHEREAS, Laupahoehoe Train Museum is a 501(c)(3) nonprofit organization that
preserves and promotes the historic, cultural, educational, social, civic, and economic interests of
the North Hilo and Hamakua districts, while highlighting the history of the railroads on the
island of Hawaii; and
WHEREAS, Laupahoehoe Train Museum has been designated as a Resilience Hub to
provide essential community services during the COVID-19 pandemic and recovery period; and
WHEREAS, Laupahoehoe Train Museum has been awarded CARES Act funding from
the County of Hawaii to support community resilience and wellness programs, digital access
and internet connectivity, and food assistance; and
WHEREAS, Laupahoehoe Train Museum is requesting funds to enhance its ability to
continue offering these essential services throughout the COVID-19 pandemic and recovery
period; and
WHEREAS, the Department of Research and Development supports this project,
because it is compatible with its mission to enhance the standard of living for residents in
Hawaii County; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Research and Development to provide a grant to Laupahoehoe Train Museum, a designated
Resilience Hub, to support essential community services during the COVID-19 pandemic and
recovery period.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
