Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter into an agreement with the University of Hawai`i to
provide funding for their"Sustaining Hawai`i County Agriculture: Resources to Detect
Banana Bunchy Top Virus"project proposal. Funds of$15,000 will be used to lease a
fluorometer and purchase reagents to perform tests for Banana Bunchy Top Virus.

A. REQUEST:
Resolution authorizing County (via R& D) to enter into agreement with the University of Hawaii, to provide
funding for its "Sustaining Hawaii County Agriculture: Resources to Detect Banana Bunchy Top Virus"
proposal.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreements with "any public body"
with the consent of Council. R& D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with the University of Hawai'i, a public body, for the purposes of funding its program,
"Sustaining Hawai'i County Agriculture: Resources to Detect Banana Bunchy Top Virus", pursuant to HCC
2-139(3)(c).
This request is for$15,000.00 and would support the University of Hawaii's proposal to lease a fluorometer
and purchase the reagents to perform tests for Banana Bunchy Top Virus (BBTV). Banana Bunchy Top
Virus is one the worst diseases of Banana and quick analyses are needed, so the producer can destroy
infected mats to reduce the virus reservoir. Hawaii County produces 90% of the bananas grown for the
state's fresh fruit market.
Funds are from 2020-21 Fiscal Year Budget.
