Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter into an agreement with the University of Hawai`i to
provide funding for their"Sustaining Hawai`i County Agriculture: Resources to Support
On-Farm Consultation and Service Programs"project proposal. Funds of$15,594 will be
used for expenses related to farm visits of agricultural producers.

A. REQUEST:
Resolution authorizing County (via R & D) to enter into agreement with the University of Hawaii, to provide
funding for its"Sustaining Hawaii County Agriculture: Resources to Support On-Farm Consultation and
Service Programs" proposal.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with the University of Hawaii, a public body, for the purposes of funding its program,
"Sustaining Hawaii County Agriculture: Resources to Support On-Farm Consultation and Service
Programs", pursuant to HCC 2-139(3)(c).
Agricultural producers rank farm visits as their top choice for communicating with extension agents.
However, state funds have been decreased that would pay for gasoline and/or mileage costs, as well as
repairs and maintenance of state vehicles for these farm visits. Several agents and researchers have
county-wide responsibilities, which increases the expenses of meeting with the producers.
This proposal is for$15,594.00 and would support the University of Hawaii, Extension Service to conduct
farm visits by off-setting the mileage, fuel and maintenance expenses.
Funds are from 2020-21 Fiscal Year Budget.
