Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter into an agreement with the University of Hawai`i for
foundational research needed to establish setbacks based on scientific determinations of
historical, site-specific rates of change and effectively manage risk to coastal and riparian
hazards. Funds of$150,000 will be awarded for this project which will provide
information that may protect coastal regions from hazardous development as well as
educate the public on natural hazards associated with various coasts.
The Planning Department requests that this resolution be waived from the Finance
Committee and be placed on the April 21, 2021 Council agenda in order to expedite this
process. If there are any questions,please do not hesitate to call April Surprenant, from

A. REQUEST:
A Resolution authorizing County(via Planning Department)to enter into Agreement with University of
Hawaii'to provide funding for foundational research and analysis of coastal and riparian hazard
vulnerabilities related to historical, site-specific rates of change for shoreline and riparian areas for two
coastal areas on Hawaii Island.
Requesting waiver from the Finance Committee, to place the Resolution on the next Council agenda
B. BACKGROUND AND JUSTIFICATION'USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreement with any public body"
with the consent of Council. The Planning Department is requesting that Council approve a resolution
authorizing the Mayor of the County of Hawaii to enter into an agreement with the University of Howe', a
public body, for the purpose of performing obligations under the grant award (HMGP#4366-03-05)as well
as obligations under executed contract(#68282)with State Office of Planning, Coastal Zone Management
Program (CZM).
The project is intended to provide the foundational research needed to establish shoreline and riparian
setbacks based on scientific determinations of historical, site-specific rates of change. The project will
provide information that may protect coastal regions from hazardous development as well as educate the
public on natural hazards associated with various coasts. Additionally, results from this project will inform
future projects and analysis.
This proposal is for$150,000 and would support the University of Hawaisi at Hilo Spatial Data Analysis and
Visualization (SDAV)Research Laboratory. Funds are from the 2020-2021 Fiscal Year Budget.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
