Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management,
to which was referred Resolution No. 73-21, reports as follows:
Resolution No. 73-21, transmitted by Ramzi I. Mansour, Director of the Department of
Environmental Management, via Communication No. 175 dated March 9, 2021, authorizes the
acceptance of the 2019 Integrated Solid Waste Management Plan update for the County of
Hawaii. This resolution presents for the County Council's consideration an updated integrated
Solid Waste Management Plan, as required pursuant to Hawaii Revised Statutes Chapter 342G,
Part III.
A motion to move Resolution No. 73-21 to full Council with a positive recommendation was
made by Council Member Holeka Goro Inaba; seconded by Council Chair Maile David.
Mr. Greg Goodale, Solid Waste Operations Division Chief of the County of Hawaii, and
Mr. George Hayducsko, Jr., Recycling Coordinator for the County of Hawaii addressed Your
Committee utilizing PowerPoint material and additional discussion on the State required update
and the recommendations identified therein. Both noted that the updated plan is to be considered
a living document that will continually be improved upon. Additionally, the process of the
update was explained wherein a Solid Waste Advisory Commission (SWAG), nominated by the
Mayor, reviews and re-evaluates the listed recommendations of the previous plan, and after due
diligence comes up with an updated draft plan for approval by the County Council, which upon
adoption gets submitted to the State of Hawaii Department of Health, per its 10 -year
requirement. The current SWAC was convened in March 2018,,held public comment periods in
December 2019 through February 2020, and public hearings for oral testimony in January 2020.
Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management
is in accord with the purpose and intent of Resolution No. 73-21, however being a
comprehensive plan with over eighty (80) recommendations including six (6) priorities, Council
Members had many concerns but insufficient time to discuss; therefore, the matter was passed to
full Council with a positive recommendation with the understanding that further in-depth review
and dialogue would be addressed at the April 21, 2021 Council meeting.
