HomeMy WebLinkAboutRES 098 Draft 01 2020-2022A RESOLUTION TO APPOINT THE COUNTY AUDITOR PURSUANT TO SECTION 3-18 OF THE HAWAIʻI COUNTY CHARTER (2020). WHEREAS, Section 3-18(a) of the Hawaiʻi County Charter (2020) (hereinafter “Charter”) provides in part that there shall be a “county auditor who shall be appointed by the county council and shall serve for a period of six years, and thereafter, until a successor is appointed.”; and WHEREAS, Ms. Bonnie Nims served honorably as County Auditor for the County of Hawaiʻi from May 1, 2014, until her date of resignation (October 31, 2020); and WHEREAS, Section 3-18(b) of the Charter provides in part that the “county auditor shall possess adequate professional proficiency for the office demonstrated by relevant certification, such as certification as a certified internal auditor or certified public accountant or an advanced degree in a relevant field, and at least three years of general auditing experience which shall include a minimum of one year’s experience in the field of government auditing. A certified internal auditor or certified public accountant shall be preferred.”; and WHEREAS, during its December 23, 2020, meeting, the County Council established per Communication No. 16 an ad hoc committee comprised of Council Member Holeka Goro Inaba, Council Member Ashley L. Kierkiewicz, Council Member Heather L. Kimball, and Council Member Susan L.K. Lee Loy to “review applications, conduct interviews, and score applicants in order to identify a short list of candidates who will advance to a round of interviews and final decision by the full Council.”; and WHEREAS, the ad hoc committee interviewed eleven eligible candidates on February 22, 2021; and WHEREAS, six candidates advanced to a second round of interviews, which included a performance assessment; and WHEREAS, after assessment and computation of the independent scoring of each of the members of the ad hoc committee, the ad hoc committee forwarded a list of two eligible candidates to the County Council for its consideration; and WHEREAS, the County Council interviewed the two eligible candidates during a special meeting of the Council on April 21, 2021; and WHEREAS, after performing its due diligence, the County Council hereby appoints the County Auditor by way of the adoption of this resolution; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that ___ is hereby appointed as County Auditor pursuant to Section 3-18(a) of the Hawaiʻi County Charter (2020). BE IT FURTHER RESOLVED that this appointment shall take effect on June 1, 2021, and shall remain in effect for six years, and thereafter, until a successor is appointed. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mitchell D. Roth, Mayor, and William V.
