I have lived in Kailua-Kona at Parcel ID 7-6-026-038-0000 for 27 years. I am a widowed Senior Citizen, and I have been in the
Non-Speculative Residential Use Real Property Tax Dedication program for about 16 years. The Parcels in this program are
less that one-half of 1% of the total Parcels currently subject to Property Taxes, which does not amount to a significant
financial impact on County revenues.
Current market values are many, many times greater that they were 16 years ago. (Market value for my parcel has more than
tripled in that time.) I dedicated my home within the rules of this program in good faith, when no one could have predicted the
recent increases in home prices. It has become a huge risk to stay in the program as property values continue to skyrocket, and
face the immense cost to change the status of my home ownership while in this program.
I am asking you to VOTE IN FAVOR OF BILL#27,which provides a financially reasonable path to exit this program now, and
ensure future property tax increases will be within the regular"homeowners" classification. There would be an insignificant
change to the County Property Tax revenues, but without BILL#27 there would be an enormous financial burden to the very few
(mostly elderly)who remain in the program.
