Subject: Bill 22/ADA Improvements at all COH Beach Parks (Russell v Hawaii County: 1:97cv01102-
RT), Park & Recreation
For over 25 years the County of Hawaii has been out of compliance with ADA improvements according to a class action suit in
Federal Court. (Russell v Hawaii County, 1:97cv01102-RT)
Particularly disconcerting is the lack of hand railings at the beach parks on Hilo side where ramps are slippery and dangerous. Many
people both elderly and disabled as well as able bodied have fallen on these unsafe ramps and steps.The court case concerns a
number of parks and since some parks were never put on the list, we wish to include Onekahakaha and Carlsmith for improvements
to Bill 22 as well as the original court case. (1997)
According to records Park and Recreation ha.S already received 30 million dollars to make these improvements. DLNR has assured us
that the COH can install these railings on existing ramps in those parks. Even the 5 different Judges who have been assigned to this
Case have said repeatedly"get it done"during the mandated three month updated reports to the Court.
