Your Committee on Finance,to which was referred Resolution No. 91-21,reports as follows:
Resolution No. 91-21,transmitted by Director of Finance Deanna Sako via Communication No. 199
dated April 1, 2021, authorizes the Office of the Mayor to enter into an agreement with the University of
Hawai`i.
This resolution provides $15,594 from the Department of Research and Development to the University
of Hawaii to fund its "Sustaining Hawai`i" County Agriculture: Resources to support on-farm
consultation and services programs"project. Funds will be used for expenses to visit agricultural
producers.
Glenn Sako,Agricultural Specialist from the Department of Research and Development was present and
provided background on this resolution. He explained that at the close of the previous administration,
the department was approached by the University's Cooperative Extension Services requesting support
for a paid County position to add to their staff. At the time,there was a State hiring freeze and the
Extension Service had lost agents due to retirement. Mr. Sako feels the County wouldn't support a paid
position and suggests sending extension agents out to visit farms producing agricultural products.
Pursuant to Section 46-7, Hawaii Revised Statutes,the Mayor of the County of Hawai`i is authorized to
execute, on behalf of the County, an agreement and related documents with the University of Hawaii,
and with the consent of the Council may enter into agreements with the federal government or any other
public body respecting action to be taken pursuant to any of the powers granted to it by law and to
furnish, expend, and receive any funds or other assistance in connection with projects to be undertaken
pursuant to the powers.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 91-21, and
recommends its adoption.
