Your Committee on Finance, to which was referred Bill No. 30,reports as follows:
Bill No. 30,transmitted by Director of Finance Deanna Sako,via Communication No. 195 dated
April 1, 2021, adopts a pay plan for persons employed by the County other than those whose pay is
otherwise provided for, designates payroll periods,pay days,prescribes requirements with respect to
official fidelity bonds, and repeals Ordinance No. 20-40 and all amendments thereto, said Ordinance to
be known as the Salary Ordinance of 2021.
This bill establishes rates of compensation for appointed employees in the Legislative Branch and the
Office of Housing and Community Development,the County Physician, Student Helpers, and Senior
Community Services Aids for various County agencies.
Council Member Holeka Inaba asks Director of Department of Human Resources William Brilhante to
share his mana`o regarding this resolution. Mr. Brilhante says there are no significant changes and
salaries remain status quo in the coming year's ordinance.
Pursuant to Hawai`i County Charter Section 3-13, all persons employed by the county, except those
whose pay is otherwise provided for, shall be paid in accordance with a pay plan enacted by ordinance.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 30, and recommends its
passage on first reading.
