IL24 21 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE MONARCH FESTIVAL FOR THE 57TH ANNUAL MERRIE MONARCH FESTIVAL. WHEREAS, the Merrie Monarch Festival is a 501(c)(3) nonprofit organization that perpetuates the memory and legacy of King David Kalakaua through an internationally renowned annual celebration of hula and Hawaiian culture; and WHEREAS, as a result of the COVID-19 pandemic, the festival was cancelled in 2020 thus creating a disruption in the normal financial structure and operations to sustain the event; and WHEREAS, the Merrie Monarch Festival Organizing Committee developed a rigorous safety guideline and a television broadcast plan that will allow for a virtual audience experience for the 2021 Merrie Monarch Festival; and WHEREAS, the event will be held on June 24, 25, and 26, and then broadcasted on July 1, 2, and 3 at which time the results will be announced; and WHEREAS, the Merrie Monarch Festival is requesting funds to assist with the expenses relating to conducting the 57th Annual Merrie Monarch Festival in a manner that promotes public health and safety; and WHEREAS, the Department of Parks and Recreation provides and facilitates a wide variety of services to meet the needs of the community while maintaining the cultural uniqueness of our rich heritage, diversity, and the aloha spirit; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks and Recreation to provide a grant to the Merrie Monarch Festival to assist with expenses for the 57th Annual Merrie Monarch Festival.
