IL24 21 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE <br />MONARCH FESTIVAL FOR THE 57TH ANNUAL MERRIE MONARCH FESTIVAL. <br />WHEREAS, the Merrie Monarch Festival is a 501(c)(3) nonprofit organization that <br />perpetuates the memory and legacy of King David Kalakaua through an internationally <br />renowned annual celebration of hula and Hawaiian culture; and <br />WHEREAS, as a result of the COVID-19 pandemic, the festival was cancelled in 2020 <br />thus creating a disruption in the normal financial structure and operations to sustain the event; <br />and <br />WHEREAS, the Merrie Monarch Festival Organizing Committee developed a rigorous <br />safety guideline and a television broadcast plan that will allow for a virtual audience experience <br />for the 2021 Merrie Monarch Festival; and <br />WHEREAS, the event will be held on June 24, 25, and 26, and then broadcasted on July <br />1, 2, and 3 at which time the results will be announced; and <br />WHEREAS, the Merrie Monarch Festival is requesting funds to assist with the expenses <br />relating to conducting the 57th Annual Merrie Monarch Festival in a manner that promotes public <br />health and safety; and <br />WHEREAS, the Department of Parks and Recreation provides and facilitates a wide <br />variety of services to meet the needs of the community while maintaining the cultural uniqueness <br />of our rich heritage, diversity, and the aloha spirit; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 3 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to the Merrie Monarch Festival to assist with expenses <br />for the 57th Annual Merrie Monarch Festival. <br />
