Your Committee on Finance, to which was referred Bill No. 21, reports as follows:
Bill No. 21, submitted by Mayor Mitchell D. Roth dated March 1, 2021,transmits for
consideration the proposed Operating Budget for the County of Hawai`i for the Fiscal Year
ending June 30, 2022. This balanced budget includes estimated revenues and appropriations of
$590,800,952; which represents a proposed 0.8 percent increase compared to the 2020-2021
fiscal year Operating Budget.
Part I, Volume I, of this bill provides the Mayor's budget message, which includes summaries of
estimated revenues and expenditures for FY July 1, 2021, to June 30, 2022, by providing specific
tables and sections entitled"Operating Budget by Fund," "Revenues by Source," "Revenue
Changes," "Expenditures by Function," and"Expenditure Changes."
This Volume further provides a"Summary of Revenues and Appropriations by Funds,"
"Position Changes," "Revenues and Expenditures," and Parts A through N, which show
estimated revenues and expenditures for the General Fund and each Special Fund.
Part I, Volume II, of this bill provides a summary of each department and special fund that
includes mission statements, goals, funding sources and position counts, program descriptions
and objectives, highlights, measures, and expenditures.
Communication No. 103.1, from Finance Director Deanna S. Sako dated March 1, 2021,
transmitted a booklet containing reports entitled"Six Month Progress Report on Program
Objectives for FY 2020-21," and"Final Status Report on Program Objectives for FY 2019-20."
This report shows program accomplishments for the first six months of the current fiscal year
and for the previous fiscal year.
On April 13, 2021, Your Committee held a three-day session to hear and discuss the budget and
programs of the Administration's individual departments. Mayor Roth appeared to present this
proposed budget on the first day of the Departmental Budget and Program Reviews.

Committee Chair Matt Kaneali`i-Kleinfelder said that he would like to postpone if any further
departmental questions by the council should arise. Council Member Heather Kimball moved to
postpone the bill to the Finance Committee meeting on May 4, 2021.
Seven Council Members voted aye, Council Member Sue Lee Loy voted no, and Council
Member Tim Richards was absent from the vote to postpone. Ms. Lee Loy stated her preference
to pass the first draft forward in order to take up the Mayor's second draft at first reading.
County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawai`i County
Charter, the Mayor will be submitting an amended budget on May 5t • Amendments to the
proposed budget, if any, may be transmitted for consideration at or prior to first reading on the
May 20, 2021, Special Meeting of the Council.
Pursuant to Article 10, Hawai`i County Charter, the Mayor shall submit an annual Operating
Budget for the ensuing year to the County Council, which shall be adopted by the Council on or
before June 30.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 21, and
recommends its passage on first reading.
