REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: May 4, 2021 Re: Comm. No. 104/Bill No. 22 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 3:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 22, reports as follows: <br /> Bill No. 22, submitted by Mayor Mitchell D. Roth, via Communication No. 104 dated <br /> March 1, 2021, transmits the proposed Capital Budget for Fiscal year(FY) 2021-22, and the <br /> Capital Program for the next six years from FY 2021-2022 to 2026-2027, which includes <br /> 66 projects requiring a total appropriation of$188.78 million. Approximately $129.56 million <br /> are intended to be funded in whole or part by bonds, $56.12 million to be funded by the State <br /> Revolving Loan Fund or State Capital Improvements Program, $3.1 million to be funded by <br /> Federal Grants. <br /> This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt <br /> Service," "Capital Improvement Project," "Project Data/Financial Impact Statements," and"Fair <br /> Share Contributions." <br /> On April 13, 2021, Your Committee held a three-day session to hear and discuss the budget and <br /> programs of the Administration's individual departments. Mayor Roth appeared to present this <br /> proposed budget on the first day of the Departmental Budget and Program Reviews. <br /> Seven Council Members voted aye, Council Member Sue Lee Loy voted no, and Council <br /> Member Tim Richards was absent from the vote to postpone. Ms. 'Lee Loy stated her preference <br /> to pass the first draft forward in order to take up the Mayor's second draft at first reading. <br /> County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawai`i County <br /> Charter, the Mayor will be submitting an amended budget on May 5t1i. Amendments to the <br /> proposed budget, if any, may be transmitted for consideration at or prior to first reading on the <br /> May 20, 2021, Special Meeting of the Council. <br /> Pursuant to Article 10, Hawai`i County Charter, the Mayor shall submit an annual Capital <br /> Budget for the ensuing year as well as a capital program for the ensuing six fiscal years to the <br /> County Council, which shall be adopted by the Council on or before June 30. <br /> FC Report No.: 43 <br />
