PUBLIC ON AGENDA ITEMS: (There were none.) CHR. LEE LOY: Mr. Clerk, Comm. 99, please. COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 99: FISCAL YEAR 2021-22 NONPROFIT GRANT REVIEW PROCESS AND FORMATION OF AN AD HOC COMMITTEE From Human Services and Social Services Committee Chair Susan L. K. Lee Loy, dated January 14, 2021, describing the nonprofit grant review process and requesting formation of an ad hoc committee. The ad hoc committee would conduct application reviews for the County's annual nonprofit grant awards and then report its recommendations to the Human Services and Social Services Committee. Postponed: February 16, 2021 HSSSC-3 April 20,2021 (Note: There is a motion by Ms. Kierkiewicz, seconded by Mr. Kaneali`i- Kleinfelder, to close file on Comm. 99.) ; and Comm. 99.1: From Finance Director Deanna S. Sako, dated February 12, 2021, transmitting the applications from eligible nonprofit organizations for the Council's review and appropriation of funds for the Fiscal Year 2021-2022 nonprofit grant program. ; and Comm. 99.2: From Finance Director Deanna Sako, dated February 23, 2021,transmitting five additional nonprofit grant-in-aid applications for the Council's review and appropriation. ; and Comm. 99.3: From Finance Director Deanna Sako, dated March 17, 2021,transmitting two additional nonprofit grant-in-aid applications for the Council's review and appropriation. ; and Comm. 99.4: From Human Services and Social Services Committee Chair Susan L. K. Lee Loy, dated April 1, 2021, transmitting the Ad Hoc Committee's recommendations for grant funding to nonprofit organizations for inclusion in the County of Hawaii Operating Budget for the Fiscal Year 2021-2022. A total of 178 eligible applications were received with requests totaling $6,596,847.02. The recommendations have been developed through a review of all applications with each applicant. CHR. LEE LOY: Thank you, Mr. Clerk. This one's a little different. So basically what these communications do is basically combine all of the work that we did on the Nonprofit Grant In Aid Ad Hoc Committee. And then pursuant to our Charter, if that's correct, and our Code, basically, this is kind of a placeholder. We allowed the community to review and evaluate our recommendations. And at our next meeting, we actually will be able to have a discussion around our awards and any input that the other Council Members may have at that time. However, I just want to take some time right now to thank the members of my committee, the ad hoc committee; Ms. Kierkiewicz, Ms. Kimball, Mr. Richards, who's not here today. We saw, you know, a number of applicants come through just asking for just short of$7 million. Page 2 HSSSC-3 April 20,2021 I also want to thank all of our staff. They did a fantastic job with dividing up the work and tackling it. As Ms. Kierkiewicz always says, "Smallified." We really smallified the work, and I really want to take a minute to thank all of the staff and just some of the innovative tools that we used with SignUpGenius and our scoring. And we'll be able to get more into that at our next committee meeting. I think, I want to check with the Clerk, is that—we're proceeding accurately? MR. HENRICKS: Yes. Only on procedural matters, not on the findings or recommendations itself. CHR. LEE LOY: Okay. Yeah, my question to the Clerk, was if I could allow my other colleagues to comment at this time, but I'm going to ask that we save it all for our next meeting. So with that, if I could get a motion to postpone Comm. 99 and subsequent Communications 99.1, 99.2, 99.3, and 99.4 to our May 4h Agenda. Vote on Motion Ms. Kimball moved to postpone Comm's. 99, 99.1, to Postpone: 99.2, 99.3, and 99.4 to May 4, 2021. Seconded by (Approved) Mr. Kaneali`i-Kleinfelder and carried by the following voice vote: Ayes: Committee Members Chung, David, Inaba, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, Villegas, and Chair Lee Loy–8. Noes: None. Absent: Committee Member Richards – 1. Excused: None. ORDER OF The Chair directed the Committee to proceed to the next order of business, RESOLUTIONS: Order of Resolutions.
