HAWAIIAN ACRES
R+ D IMPROVEMENT DISTRICT PROPOSAL

My name is Jim Hoffman and I have owned property within Hawaiian Acres for nearly 4 years
and have been a full-time resident approaching 3 years.
Much has been learned in that period of time, one being that, as in all communities, some long
term owners feel their rights of ownership super cede those of the newly arrived;that there is
frequently a divide when change is proposed, and the specter of newer owners wishing to turn
the acres into a suburban Shangri-la is alive and well.
After reviewing everything that could be found spanning more than 30 years of Hawaiian Acre
road history it has been learned that the discussion we have today is the discussion of the
decades passed. It has been learned that the approach to road repair and maintenance is the
same band-aid approach utilized in the 1970's and perhaps earlier. It has been learned that in
the brief time I have owned the basic condition of the roads continue to deteriorate and are
unable to be maintained with the sparse resources at hand.
If an analogy can be used, we could look upon our roads as a piece of lumber requiring paint.
That wood surface needs to be scraped and primed for the paint to adhere. You simply cannot
paint a faulty substrate without adequate preparation. Our roads are a faulty substrate in need
of road base and drainage improvement. In the absence of upgrade to existing road base
dumping of more gravel in the same pothole will not suffice. Again, our resources are too
sparce to accomplish this task; we need assistance from the County.
There are those who say all roads should be paved. Some say go away and leave us to our own
devises. In the middle ground lies the true need which you have the opportunity to address and
need to address.
We need safe roads. We need to know that if a loved one has a medical emergency an
ambulance will come to our door and do so in a timely manner. We need to know that if we
have need of police protection it is available, again in a timely manner. We need to know our
children can have transportation to schools without unreasonably long walks to a pick-up point.
The extent to what help will be provided is to be decided, no solution will satisfy all, but the
need to assist is without question. The question that rests upon your shoulders is to what
degree you will benefit the citizens of Hawaiian Acres.
