Regarding resolution 105-21r
I am a resident of Hawaiian Acres where the proposed road improvement projector located.

AM OPPOSED TO THIS RESOLUTION 105-21
I believe that this improvement project will put unnecessarily large assessment fees on the
residents of Hawaiian Acres.
Beyond the actual improvements, if the feasibility study is approved, who will absorb the
expenses for this study if the road improvement project is not approved? Will that be uncured
by the, already financially strapped residents of Hawaiian Acres? If they can not afford the non-
mandatory $60yr. road dues, how can they be expected to take on a mandatory expense for a
study? The majority of these residents have not voted on this study and in fact were not even
informed that they had an opportunity to vote on this project. Contrary to what someone may
think, the Hawaiian Acres boards do not speak for the residents. It appears that this study is
being pushed though by a small group of people who are only concerned with their own
comfort and property values.
This is a community with many older residents on a fixed the income as well as additional
residents that would find these mandatory fees impossible to afford.
This seems to be a way for the wealthier residents as well as the County of Hawaii to gentrify
the area by imposing unneeded mandatory expenses on an already economically struggling
community. The residents who can not afford these fees will then, potentially lose their homes
for improvements that are not necessary and only serve to create another area where the local
residents are pushed out for the sake of profit.
By the time all is said and done, all that will be left is another overpriced subdivision that will
cater rich retirees and vacation homes. Hawaii Island has enough of these communities
already.
Hawaiian Acres already relinquished control of Moho Rd. (8rd) many years back to the County
of Hawaii. The county never completed the upgrades they agreed to such as proper drainage,
proper signage and a walking path for residents along the side of the road. Moho rd. continues
to suffer from poor maintenance and flooding that the County of Hawaii seems to perpetually
ignore.

I believe that the experience with Moho rd. sets a fine example of what can be expected from
the County of Hawaii when it comes to road mismanagement and lack of follow through at the
expense of the local residents.
