I. CALL TO ORDER (00:41, first recording)
The meeting was called to order by Incoming President CM Chock at 10:04am.
In attendance:
Council Members- Tommy Water, Kelly King, Mason Chock and Heather Kimball;
Council and Legislative Staff were also present.
HSAC Lobbyist, Jon Okudara.
II. APPROVAL OF AGENDA (00:52)
Agenda was approved with no objections.
III. MINUTES (01:09)
A. January 25, 2021 Executive Committee Meeting
B. February 25, 2021 Executive Committee Meeting
C. March 9, 2021 Special Executive Committee meeting
A, B and C were passed with no objections.
IV. REPORTS (02:36)
A. Treasurer's Report-February 2021
CM King, Acting Treasurer, reported the following:
Beginning Balance $133,473.65
Income (interest) $2.33
Expenses (supplies & consulting) $7.13
Ending Balance $133,468.85
New Treasurer, CM Waters now has access to Quickbooks and will work with
President CM Chock to develop the HSAC Budget for next year.
Treasurer's Report was accepted for audit with no objections.

B. County Reports (06:02)
1. County of Hawai`i-CM Kimball reported that Senator Schatz spoke with COH
Council and talked about the 2nd Federal stimulus package,ARPA,which includes a
set aside for Economic Development grants for places losing revenue due to tourism.
COH passed a resolution supporting a Jobs Corps Program that will hopefully fit in
with state and federal funding streams. Working on Grant-in-Aid program and found
a tremendous amount of need,many organizations operating in silos and moving
forward with increasing networking and partnerships through a lens of the Change
Framework.
2. County of Kauai-CM Chock reported that the county is still overwhelmed with the
internal emergency caused by the flooding and landslide near Hanalei. Focused on
getting goods and services to that side of the island. Making good strides in
vaccinations and an uptick in travel-cautious optimism. Refmanced bonds. Starting
with the budget session this week. Expanding Agriculture usage with roadside
opportunities for the farmers. Working on responding to Vacant Properties
Leadership Institute request for information.
3. County of Maui-CM King reported that Maui County has highest COVID rate in the
state and that they ordered a shipment of N95 masks that will be distributed
throughout the county. The council contracted for an affordable housing plan and will
share the details when it is available. Maui Council is supporting SB 754 (lowering
legal BAL to .05 when driving). Considering buying own water delivery system
which is still alive at state level. Starting budget process soon.
4. City/County of Honolulu-CM Waters reported that they just finished budget
briefings, that the mayor's budget was very"lean" and did not include any of the
federal recovery money. Council looking to shore up affordable housing and
homelessness efforts with ARPA funds. Mr. Waters shared that the ALOHA Homes
Implementation Study is available and Hawaii Appleseed is willing to make

D. NACo/WIR Report
CM King attended the EELU Meeting. The WIR board meeting was held on
March 10 and she reported on the Western Caucus (very conservative group
the HI is a part of due to geography) priorities. They are: concerned about
limits on oil/gas drilling, mining, too many protections on navigable waters
and"mismanagement" of national forests.
NACo president made a presentation about new federal recovery funds
(ARPA) and detailed how the money would reach the counties. CMs discussed
that Hawai`i counties, except Honolulu County, are each getting about half the amount
that they received from the CARES allocations due to their smaller size. It was agreed

that there is a need to advocate for additional monies to come to the counties via the state
and CM Kimball offered to draft a letter to leadership from HSAC. Motion to submit a
statement from HSAC to state legislative leadership urging the state to work with the
counties to ensure equitable distribution of the new ARPA funding to all the counties.
Motion was approved with four(4) ayes.
NACo is tracking large federal infrastructure bill. Liz Archuleta,Director of the Office of
Intergovernmental Affairs at USDA gave a presentaion and is available to speak with
counties on agriculture issues. Presentation from Department of Interior highlighting the
President's Civilian Climate Corps and noting there is money in the Great American
Outdoors Act that is underutilized. The is a pre-disaster mitigation grant from FEMA that
is open for applications.
V. NEW BUSINESS (20:55, second recording)
A. Report from HSAC Lobbyist Mr. Jon Okudara on legislative measures and activities.
The following were discussed: Bills HSAC supports: HB160 and HB161. Motion for Mr.
Okudara to submit an amendment to HB 160 was approved with no objections. A bill
that HSAC opposes is HB321 HD1 SD1 was discussed in length. Other Bills discussed:
HB497 HD1, HB1176.
Motion to accept report was passed with no objections.
B. Communication from Jade K. Fountain-Tanigawa, County Clerk, County of Kaua`i,
transmitting Kauai County Resolution No. 2021-10. Approving the Hawai`i State Association of
Counties' Officers for Fiscal Year 2021.
C. Communication (02/11/2021) from Glen I Takahashi, County Clerk, transmitting City
and County of Honolulu Resolution No. 21-38. Approving the Hawai`i State Association
of Counties' Officers for Fiscal Year 2021.
D. County of Hawai"i Resolution No. 49-21, Aproving the Hawaii State Association of
Counties' Executive Committee Slate of Officers, for Fiscal Year 2021.
A motion to approve B, C and D was made and passed with 4 ayes.
E. Request from CM King to discuss HSAC website(s) and reimbursement of website fees.
A motion was made and passed with no objections to reimburse a former Maui County
employee for HSAC Website fees pending an invoice from said ex-employee and approval
from the HSAC auditor.

Discussion on which HSAC website to use occurred. CM Chock proposed that every EC
member takes an active role in maintaining the website going forward and provided a
list of`website roles". https://hicounties.wpcomstaging.com/ was selected as the HSAC
website. CM Chock would like to update and streamline HSAC's mission for the website.
F. Request from CM King to provide update on NACo Steering Committee Nomination.
CM King shared that we still need more CMs on NACo committees. CMs King and Chock
are confirmed still on EELU Committee. Will resend out forms to apply.
G. Request from CM Chock to discuss establishing an HSAC Director position.
CM Chock wants input from the EC members on what is needed in the way of HSAC
staffing. Could be full or p-t ED or p-t bookkeeper. Item deferred with no objections.
VI. OLD BUSINESS (01:34:07)
A. Request (January 22, 2021) from HSAC Secretary Kimball to discuss proposed
bylaw amendment related to scheduling of the Annual Meeting and Annual
Conference (Deferred February 25, 2021).
B. Proposed revisions to the HSAC Bylaws submitted by CM Kimball (Deferred
February 25, 2021).
A and B were passed with four (4) ayes.
VII. ANNOUNCEMENTS (1:37:36)
A. Schedule Next Executive Committee Meeting-April 22, 10:00am.
