SUBJECT: A Resolution Approving the Nomination of Members to the National
Association of Counties Board of Directors and the Western Interstate Region
Board of Directors.
Attached is a resolution to approve the nomination of members to the National Association of
Counties Board of Directors and the Western Interstate Region Board of Directors for the term
beginning July 1, 2021.

HSAC EXECUTIVE COMMITTEE MEETING (Via ZOOM)

I. CALL TO ORDER (00:21)
The meeting was called to order by CM Chock.
In attendance:
Council Members- Tommy Water, Kelly King, Mason Chock and Heather Kimball;
Council and Legislative Staff were also present.
HSAC Lobbyist, Jon Okudara.
II. APPROVAL OF AGENDA (00:28)
CM Kimball asked for `friendly"amendment to Item V(G) to change the bill in question from
HB321 to HB862. Agenda was approved with no objections.
III. MINUTES (01:54)
A. March 23, 2021 Executive Committee Meeting Minutes approved with no objections.
IV. REPORTS (02:55)
A. Treasurer's Report-February 2021
CM Waters, Treasurer, reported the following:
Balance of$152,548.00 of which $3,026.58 in the Conference Account.
Treasurer's Report was accepted for audit with no objections.
B. County Reports (05:16)
1. County of Hawaii-CM Kimball reported that CoH is in the middle of budget
process-seems to be a status quo budget at this point. Planning for the HSAC
Conference has begun. We've secured the Westin Hapuna for the 24-27 of october,
2021. Heather/Jenn are asking for a list of invitees from each county please email
this list to Jenn by the end of May. If CMs have speakers/topics and sponsors/vendors

they would like to see included,please contact Jenn. Hoping to launch the updated
website soon-this will include Conference Registration. Website is being updated
overall and transitioning to SquareSpace. CM Chock asked to have a shared drive
and CM Kimball said she will get a G-suite account for HSAC.
2. County of Kauai-CM Chock reported that the county is also in budget process. They
are considing how to manage with no TAT funding and looking at what to do with the
incoming federal funding. Working on legislation about: agricultural and vacant
lands usage, caring capacity for incoming tourists, and dealing with cesspools.
3. County of Maui-CMKing reported that Maui County is also concerned about
overtourism and housing costs being driven up and pricing local residents out due to
Maui being viewed as a safe place to reside right now. Developing legislation to put a
moritorium on building permits for additional expansion in the resort areas. Just
completed budget session including raising hotel tax. Maui will be part of a program
called Circle City Scan Pilot Project about how to develop a circular economy. Maui
put ARPA funds into their budget.
CM Kimball asked if CM King would be on a "Circular Economy"panel for the
conference. CM Kimball also proposed having a separate discussion about tax rates
and all agreed.
4. City/County of Honolulu-CM Waters reported that they are also in their budget
process. They added$23 million ofARPA money into their budget. Lots of council
business in the news including: leadership positions to fill police &fire chiefs, the
ongoing rail project and two officer shootings.
D. NACo/WIR Report (33:36)
NACo-report submitted by CMKuali`i has many links on it. NACo board just met and talked
about thier summer conference which will be offered virtually and in person. The "Furture of Work"
summit will be held on June 11.
WIR-CM King reported that at the April 15 meeting they talked about new federal funds. New
"Public Lands" County funds is still being worked on by the treasury Dept. But Hawai`i counties may
be eligible because economic hardships due to loss of tourism is one part of the program. Look on
NACo website for eligibility requirements.
V. NEW BUSINESS (48:50)
A. Legislative Update from HSAC Lobbyist Mr. Jon Okudara
The HSAC bills did not get passed. Many unpleasant suprises at the "last minute"of the session. Many
questions regarding HB862[Item V(G)]. CM Kimball's office will collect all questions from CMs and
draft a letter to the Governor with all our questions.

B. Proposal of Okudara & Associates to Perform Legislative Affairs Function
Mr. Okudara recommends getting involved in crafting legislation much earlier this summer and
involving broader support, especially county administrators so they can explain to the legislature why
the legislation is needed. Since it will be the second year of the biennium session, Mr. Okudara
recommends taking this year's legislative items and make them better by adding more research and
securing more supporters.
Mr. Okudara submitted proposal which asks for the same amount of money for his contract next year as
was provided this year.
C. Communication (3/25/2021) from HSAC Secretary Kimball requesting approval of the
following related to the HSAC Annual Conference:
i. To designate Heather Kimball, HSAC Secretary, and Jennifer Kagiwada,
Legislative Assistant, as signatories on the HSAC Conference Checking
Account, and
ii. Request for $5,000 seed moneys for conference planning purposes.
Motion to approve passed with four ayes, no objections.
D. Communication (4/6/2021) from HSAC Secretary Kimball requesting a discussion on the
pros and cons of acquiring Board Insurance.
Motion to defer Item D to next meeting. Passed with no objections.
E. Communication (4/6/2021) from HSAC Secretary Kimball requesting a discussion
regarding the American Recovery Plan Act (ARPA) funds and strategies for supporting
draw down of revenues to support front-line work at the county level.
CM Kimball highlighted this "once in a lifetime"opportunity for an infusion offederal funds and urged
HSAC to create a strategy that elevates counties to a position of strength and solidarity in the decision
making process regarding directing the funds. Mr. Okudara relayed that the state legislature already
divided a lot of the ARPA funds to various programs.
Motion to defer to next meeting passed with no objections.
F. Communication (4/20/2021) from HSAC Treasurer Waters transmitting for
consideration the proposed Fiscal Year 2022 Annual Operating Budget: i. Option A—
$206,433 Total Expenses; $36,351 Balance. (Includes a consultant for
administrative/executive director function with a corresponding one-time $40,000 dues
assessment paid by Honolulu for this position) ii. Option B — $172,433 Total Expenses;
$70,351 Balance. (Excludes consultant for administrative/executive director function
and corresponding one-time funding).

Motion to amend Conference Revenue projections to $10,000.00 was passed with no objections.
Motion to approve Option A as amended passed with no objections.
G. Communication (5/4/2021) from HSAC Secretary Kimball requesting a discussion
regarding expressing an HSAC position on HB 321, HD1, SD1, Transient
Accommodations Tax (TAT).
Already discussed in Item V(A). Motion by CM Kimball for her office to collect questions from CMs by
5/19 and draft a letter by 5/20 to Governor Ige posing those questions regarding HB862. Motion passed
with no objections.
H. Communication (5/4/2021) from HSAC Secretary Kimball requesting a discussion on the
possibility of Bulk Purchasing for the Counties.
CM Chock will investigate further. Motion to close out was passed with no objections.
I. Discussion and consideration of HSAC Nominations to the NACo Board of Directors for
the 2021-2022 term.
CMs Tommy Waters and Kipukai Kuali'i were nominated to the NACo Board of Directors with four
"ayes."
J. Discussion and consideration of HSAC Nominations to the WIR Board of Directors for
the 2021-2022 term.
CMs Kelly King and Tim Richards were approved to the WIR Board of Directors with four "ayes."
VI. OLD BUSINESS (2:18:39)
A. Request from then HSAC Vice President Chock to discuss establishing an
HSAC Executive Director position. (Deferred 3/23/2021)
CM Chock shared that NACo has a for-profit arm that has revenue sharing programs in the realms of
1. Technology Solutions 2. Financial Solutions and 3. Employee Benefit Solutions. This could be a
plan to help fund a paid staffposition. CM Kimball asked if they have BoD Insurance solutions as
well. CM Chock proposes that he gather additional information and come back to the Executive
Committee.
A motion to receive was approved with no objections.
VII. ANNOUNCEMENTS (2:30:32)
A. Schedule Next Executive Committee Meeting- June 17 at 10:30am.
