This is a CRF (Contingency Relief Fund) approval for basically the shipping expenses of benches for the Waimea area, and this is one of the things that got caught up in the COVID (coronavirus disease) deal where the shipping expenses got suddenly a little bit more expensive. This will be used to install benches along Ala Ohia. It's become a very popular walking area, and we want to put benches there so people can stop, take a break; kupuna have an area to rest. Page 4 Hawaii County Council-12 May 5,2021 Res. 112-21: CREATES THIRTY POLICE OFFICER 1 TEMPORARY POSITIONS FOR THE HAWAII POLICE DEPARTMENT The positions would accommodate Police recruits during the training process. This was waived to Council by the Department of Finance and the Police Department. I asked the Chief to be here—and mahalo for being here today, sir just to explain the need for the rush but also just give us a little detail on this resolution. (Note: At this time, Police Chief Paul Ferreira came forward to address the members of the Council, via videoconferencing from Hilo.) MR. FERREIRA: Good morning, Council Members. First, thank you very much for taking it out of order. I know it was the last one on the agenda. MR. KANEALII-KLEINFELDER: We do appreciate your time. MR. FERREIRA: Thank you very much. Right now, we have two recruitments going on. We have a recruit class that we're planning to start on June 1st and a second recruitment that we're planning to start a class sometime in the first quarter of 2022. The way it happens is our recruits are placed into temporary unfunded positions. We currently have 37 of those positions available. When we do multiple overlapping classes, what it entails is having to transfer Police Officer II positions that are funded in the field and bringing them into the administrative training session so that we can fill those positions with temporary recruits. And that creates a problem logistically for our HR(Human Resources) staff as well as County HR because these funded positions have to be down reallocated to Police Officer I and transferred from their respective districts into the training section. And then, as the recruits progress and go out back into the field, these positions have to be reverted back to the field. So, you can see where it causes a problem. Currently, with the overlap of the 92nd and 93rd police recruit classes, we had to transfer 12 funded positions into our administrative training section to accommodate the new class. And we're looking at, as June 1st comes around, Page 5 Hawaii County Council-12 May 5,2021 we're going to have to transfer an additional 9 positions from funded positions, bringing them into the recruit class so we can accommodate, hopefully, a class of at least 40 new recruits that we're targeting. Like I said, we're currently going through two recruitment processes. So, this will allow us to fill our recruits,put them in the training section, and return the funded positions back out into the field, thereby taking away that extra paperwork that constantly needs to be done by our HR and County HR in filling these positions. And again, these are unfunded positions. They cannot be used for anything except for our police recruit class, and they would be based on funding availability for our funded positions out in the field. And I'm available for any questions. MR. KANEALI`I-KLEINFELDER: Thank you, Chief, appreciate it. And I understand the needs for more police officers, especially in the Puna District. How many of these recruitsI mean, how short are you in different districts? Is it spread out across the island? Is it centered in a few districts or a few stations, the need for more officers? MR. FERREIRA: Right now, we have 61 sworn vacancies out in the field, and that goes from lieutenants all the way down to Police Officer IL When the 93rd Police Recruit Class gets out on June 16, they will go out into the fields, spread out in all of the districts, leaving vacancies for Police Officer II in every district, I think, with the exception of North Kohala. And the reason North Kohala won't have any vacancies is they only have a limited number of officers assigned. And to operate on a 24/7 basis, we need at least 12 officers out in the field, which is why they need to have full staffing. Every other district is short of manpower. MR. KANEALI`I-KLEINFELDER: Okay. That's what I've heard at the Puna area as well. How many of these officers, if you did get the recruits, would be for Puna? MR. FERREIRA: Well, right now for June 16, one officer is going to backfill a position in Puna. So, out of the ten vacancies they have, they'll come down to nine. MR. The previous grant amount was 40,000, and this increases it to 50,000. And this is using VOLA, Victims of Crime Act, funding, which is Federal funding flowing through the AG's (Attorney General's) office to our County. So, it's a privilege and honor to be able to support these important services islandwide. MR. KANEALI`I-KLEINFELDER: Thank you very much, Mr. Hansen. I have no further questions, Chair. CHR. Page 13 Hawaii County Council-12 May 5,2021 Res. 79-21 Held (Note: Due to a substantive amendment, Resolution 79-21, as amended to Over: Draft 2, is held over pursuant to Rule 24(1)(e) to the May 19, 2021, Council (as amended) meeting.) Res. 80-21: AUTHORIZES THE DIRECTOR OF FINANCE TO ENTER INTO NEGOTIATIONS FOR THE ACQUISITION OF TAX MAP KEY 7-6-014:013, SITUATED IN THE DISTRICT OF NORTH KONA, ALSO KNOWN AS KEAKEALANIWAHINE OF HOLUALOA, UTILIZING THE PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION FUND The County seeks to acquire this 15,372 square foot parcel to preserve historic cultural sites, protect open space located along Alii Drive in Kailua-Kona, and provide access for fishing, gathering, and recreational purposes. The parcel is listed as priority number nine for purchase in the 2020 Annual Report of the Public Access, Open Space, and Natural Resources Preservation Commission. VILLEGAS: I just want to thank everyone for your continued support of this resolution for the purchase of this property through our PONC (Public Access, Open Space, and Natural Resources Preservation Commission) land funds. As testimony exhibited both in our Committee meetings two weeks ago and in today's Council hearings, there's broad support for the purchase of this property. I also want to just take a moment to honor a gentleman by the name of Keawe Kupehi Alapai who unfortunately passed a few weeks ago. Mr. Alapai worked very closely with Simmy McMichael for a number of years in support of the preservation of this property. He actually traced his lineage to Chiefess Keakealaniwahine and the ali`i nui of Hawaii Island from 1665 to 1669. He was passionate, he was inspired, and he was incredibly dedicated to the preservation of this piece of property and the other pieces of property on Alii Drive. So, this budget modification makes us whole and will allow us to continue our operations here on Hawaii Island of our 16 ambulances and also our air medical service for FY '21 (fiscal year 2021). MR. KANEALI`I-KLEINFELDER: Awesome. And this is, again, a State grant to cover our cost of wages and other equipment and benefits. MR. HONDA: That's correct. All of our operations, salary and wages, and also we're very fortunate of all our OCE(Other Current Expenditures) as well, hopefully. MR. KANEALI`I-KLEINFELDER: And fairly substantial at that; it's $4.8 million. So, this does round us out quite well. Is the department looking okay with this? I mean, of course you're going to be better but, I mean, what does this do for the different districts? MR. HONDA: Yeah, so, what this does is we started off with a base budget of 17.1, almost 17.2 million. And this budget modification here allows us to continue our operations islandwide. In this it included our increased salary and wages, our CBA (Collective Bargaining Agreement), which we were a little hesitant or nervous about if we were going to be funded. But we were very fortunate we had support from the State and we were funded whole for our CBA as well as our salary and wages. And we're in hopes of our OCE as well. HONDA: As far as for right now, we are looking at other areas but our main focus is to sustain our 16 ALS (Advanced Life Support) ambulances and sustain our operational coverage with personnel. And as of right now, we're really focusing on sustaining what we have now. We do expand, as far as from the Emergency Medical Services Bureau side, our duties within our bureau for our captains as well as myself, especially with our community paramedics and program, which is out there dealing with our community. And we are dealing with a lot of COVID issues, and it is dynamic and it's changing every month. But as far as service for the community, from our operations side we're looking at sustaining what we have now. And from the Support Services side, we are looking at different things that we can do to help the COVID situation, help mitigate our COVID here on our island—working with different agencies, both State, County, and private entities, as well as Federal resources. Yesterday, we passed a transfer order that was for two used vehicles for the Deputy Director and Director of Public Works for $60,000—all coming out of this year's funding. Understanding we're in a financially constrained year and COVID and everything else that we've discussed, can you help me better understand why we seem to have so much extra funds to buy and purchase and lease new equipment right now? MS. SAKO: I believe a lot of this equipment, not the one that was transferred yesterday, but a lot of this equipment was actually budgeted in the budget that we're working on in the current year. So, it was already approved throughout that process. I'm not sure why they necessarily waited till the end of the year to do that. This is coming out of the Highway Fund, and we did reduce the revenue in that fund for the current year. And even with that,they're still able to get this equipment for this crane truck. KANEALI`I-KLEINFELDER: From the layperson's point of view, is it not better to try and save the money and put it towards the next year when you get to the end of the year, especially given the times? MS. SAKO: Yes, we are trying to save for the next year, but the departments need to be able to operate. And so, without the crane truck, they're going to have great difficulty being able to work on the signals and the streetlights to install the traffic poles. So, if you'd rather us hire that out and pay for that instead, that's the Council's option. MR. KANEALI`I-KLEINFELDER: Different discussion. I don't think you're going to get any opposition to getting the crane truck, but my question is more along the financial aspect. MS. SAKO: Yes, we have been spending very conservatively even though you may think we're not. Each of the funds have been holding back quite a bit this year. MR. KANEALI`I-KLEINFELDER: Okay. That's good to know. I was remiss yesterday but I realized I don't think we even have a Deputy Director of Public Works right now but we still bought him a$30,000 vehicle.
