Bill 34: Amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code)
of the Hawaii County Code 1983 (2016 Edition, as Amended), by Changing the District
Classification from Open to Industrial — Commercial Mixed — 20,000 Square Feet (MCX-20) at
Piopio, Waidkea, Hawaii, Covered by TMKs: 2-2-001:008, 017, 018, 019, 024, 030, and 034

Residential — 10,000 Square Feet (RS -10) to Industrial -Commercial Mixed — 20,000 Square Feet
(MCX-20) at Waidkea Houselots, Waidkea, South Hilo, Hawaii, Covered by TMK: 2-2-035:034
(Applicant: JP Automotive, LLQ (Area: 22,300 square feet). Allows a five-year time extension
to Condition D (Time to Complete Construction). Ayes: Council Members Chung, Inaba,
Kdneali'i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David — 9;
Noes: None; Absent: None; Excused: None.
Bill 36: Amends Ordinance No. 723 Which Reclassified Lands from Single Family Residential
(RS -10) to Neighborhood Commercial (CN -10) at Waidkea, South Hilo, Hawaii, Covered by
TMK: 2-2-041:Portion of 75 (Applicant: Kelly Kagimoto) (Area: 9,425 square feet). Repeals
all conditions of approval while retaining the Neighborhood Commercial district classification to
allow for the development of a retail building. Ayes: Council Members Chung, Inaba,
Kdneali'i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy-, Richards, Villegas, and Chair David — 9;
Noes: None; Absent: None; Excused: None.
Bill 41: Amends Ordinance No. 20-45, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2021. Appropriates revenues in the Federal Grants —
2020 Emergency Management Performance Grant Program COVID- 19 Supplemental account
($50,000); and appropriates the same to the 2020 Emergency Management Performance Grant
Program COVID-19 Supplemental account. Ayes: Council Members Chung, Inaba,
K5neali'i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David — 9;

Bill 42: Amends Ordinance No. 20-45, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2021. Appropriates revenues in the Federal —
Emergency Rent Assistance 2 COVID- 19 account ($12,000,000); and appropriates the same to
the Emergency Rent Assistance 2 COVID-19 account ($10,500,000) and the Emergency Rent
Assistance 2 Administration COVID-19 account ($1,500,000). Ayes: Council Members Chung,
Inaba, Kdneali'i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and

same to the Coronavirus State and Local Fiscal Recovery Funds account. Ayes: Council
