We have re•mailed to alI the respondents to our fast survey of Nanawale lot owners for them to respond
directly a you, since you stated that the true will of the people is your concern. In the fast survey, as you vmy recall from
previous Council presentations, we received replies representing approximately three hundred lots with letters adamantly
against arty zoning changes, and objections that Nanawale Co. represented that they were buying into a residential
community with Open Zoned spaces as originally approved by the Hawaii Couuty Planning Div.
They and we are concerned that this was a condition of sale aril a matter of with a written guaranfce that the Open space
represented by the original map, which [ presented at the last and many other Council and Planning Dev. meetings, along
with the Cowry Code legal requirements of Open Zoning cannot be changed withont a "compelling" pubfic need. Re:
County Corporation Council has been recorded at the last Planning Commission meeting as making this legal
requirement quite clear.
Due [o an information error on the part of the US Post office our return mail cards are slightly order sized for
mailing and so many are coming a toe and I will forward dxm to you. I would be glad to slaw you the entirety oCfhe
original replies of the owners of some three hundred lots, most of which we have plotted as being adjacent to or ckrse to
the parcels m question. Their' cantrtents are strongly against rezoning, their tx>~ns ere: what was originally promised
them, the introduction of more problems with agriculture, increased population in an aheady overdeveloped subdivision,
and the lowaieg of property values due to the Toss of the best Old Growth Native Forest in the subdivision, among
others.
I will be forwarding replies a you as they cane in, Please share this information with Your fellow Council
people.

A group of us have fomted The Foundation with the propose of once Open Zoning is no longer at
question, of obtaining these propeties, through grants and donations, for the purpose of developing them as accessible
parks for the perpetual enjoyment of all Nanawale and Pwa residents. Those of us offices of The Foundation, myself
president, Toby Hazel vice president, Lief Ericksoe treasurer and Andy Kier secretary, have many years of experience in
this specific field, and have successfully brought a Pwa well over one hurutred thousand dollars of grant financed
improvements along ecological lines. Examples of this are nearly all the native trees at Pahoa High and elementary
school. the ecologically representative sculpture near the cafeteria there, and other park improvement projocts. We have a
data base of weB over one hundred institutions which specifically provide financing for this sort of purpose, and have
every reason that we can accomplish a greet public benefit a the community once this cwtroversy has ended.
