No. 282/Res. No. 143-21 <br />Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management, <br />to which was referred Resolution No. 143-21, reports as follows: <br />Resolution No. 143-21, transmitted by Council Member Heather Kimball, via Communication <br />No. 282 dated May 27, 2021, urges the Department of Environmental Management to ensure that <br />destinations to which the County of Hawaii transports its recyclable waste for out-of-state <br />processing abide by the environmental standards outlined by the Basel Convention. This <br />resolution recommends that the County export its recyclable waste to locations that utilize <br />environmentally friendly recycling processing programs that minimize adverse impacts to <br />humans and the environment. <br />A motion to move Resolution No. 143-21 to full Council with a positive recommendation was <br />made by Council Member Heather Kimball; seconded by Council Member Holeka Goro Inaba. <br />Council Members echoed the need for the exact life cycle of our island waste and the proper <br />export of the same. Additionally, enhanced producer responsibility of waste, the ability to focus <br />on the steps of recycling as first to reduce, second to reuse, and third to recycle, and how the <br />intent and outline of the resolution provides conversation for ongoing information and education <br />were also highlighted and discussed. <br />Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management <br />is in accord with the purpose and intent of Resolution No. 143-21, and recommends its adoption. <br />E <br />Respectfully submitted, <br />13M <br />AGRICULTURE, WATER, ENERGY, AND <br />EN -V RONMENTAL ANTAGEMENT <br />HERBERT M.
