Prosecuting Attorney County of Hawaii C) TJ 655 Kilauea Avenue Hilo, Hawaii 96720 Dear Mr. Roth: M - RE: FY 2021 Career Criminal Prosecution (CCP) and Victim Witness Assistance (VW) Programs The coronavirus (COVID-19) pandemic has impacted all sectors of the economy in Hawaii, across the nation, and the world. Hawaii's economy has been hit hard. The Council of Revenues, at its May 28, 2020 meeting, lowered the FY 2021 projection from 0% to -12.0%. In anticipation of the projected revenue decrease of$1.6 billion for FY 2021, the Department is imposing a 20% restriction on the CCP and VW Programs for FY 2021. General fund tax revenue collections are expected to be severely impacted by the loss of the tourism economy, high unemployment rates, and other factors. We are awaiting the release of the Governor's FY 2021 Budget Execution Policies and Instructions, which may impact the CCP and VW Programs. Further restrictions may be needed. The Department's funding for the CCP and VW programs is part of the discretionary operating budget. Each county's CCP and VW allocations for FY 2021, with the 20% restriction, are listed below.
