Explain how legal requirements are being met--for the mayor to appoint AC and KVDC members, and for each body to have nine members. "The [Kailua] design commission shall consist of nine members who shall be appointed by the mayor with the approval of the council." Hawai'i County Code, section 25-7-2(a) "CDP action committees shall consist of nine members...The members shall be appointed by the mayor and approved by the County Council." Hawaii County Code, Section 16-5(a) Explain how the ACs and KVDC will attain the quorums necessary to meet their obligations without a full slate of members. "The purpose of the CDP action committee is to be a proactive, community-based steward of the plan's implementation and update." Zendo Kern: "...the CDP Action Committee, we're giving these a little bit of pivot in the sense of working toward empowering the Action Committees to take action within their communities that's different from what they have been doing, which is a little bit more advisory...we want to get this set up so when we get the new AC members coming in...[we] have the framework for them to take action." There is concern that they will be shaped to favor development and special interests over sustainability and environmental protection.
